Call To Order
Chairwoman Finlayson called the meeting to order at 4:04 p.m.
Roll Call
Present: 3- Finlayson, Savidge and Arnett
Approval of Agenda (any changes to the agenda should be made here)
Alderman Arnett moved to adopt the Regular Meeting Agenda as amended to
Postpone consideration of O-19-19 until the report from the Department Directors
of Planning and Zoning, Public Works, and Transportation has been received by
the Committee. Seconded. The motion carried by the following vote:
Aye: 3- Finlayson, Savidge and Arnett

Alderman Arnett moved to approve the minutes for the Regular Meeting.
Seconded. A roll call vote was taken. The motion CARRIED by the following
vote:
Aye: 3- Finlayson, Savidge and Arnett
2. Legislation before Committee
O-51-20 Emancipation Day - For the purpose of designating “Emancipation Day” as a City
holiday to be observed on November 1st of each year.
No action taken
O-6-21 Agency Regulations - For the purpose of establishing a procedure for the adoption
of regulations by a City of Annapolis department, board, or commission; requiring
public notice; providing an appeal process; and generally relating to City of Annapolis
regulations.
City Attorney Lyles, and City Manager Jarrell were present and answered questions
from the Committee.
Alderwoman Tierney was present and addressed the Committee.

O-19-19 Adequate Public Facilities - Auto transportation facilities - For the purpose of
clarifying the circumstances that would require a traffic impact analysis for a proposed
project; clarifying the standards to be used to determine adequacy; and generally
relating to the adequacy of auto transportation facilities.
Alderman Arnett moved to postpone O-19-19 until the report from the Department
Directors of Planning and Zoning, Public Works, and Transportation has been
received by the Committee. Seconded. A roll call vote was taken. The motion
CARRIED by the following vote:
Aye: 3- Finlayson, Savidge and Arnett
Adjournment
Upon motion duly made, seconded and adopted, the meeting was adjourned at
5:48 p.m.
