Chambers, Jr. City Council Chambers Rules & City Government Committee Rules & City Government Standing Committee Meeting June 8, 2021 Committee Minutes Call To Order Chairwoman Finlayson called the meeting to order at 4:05 p.m. Roll Call Present: 3- Finlayson, Savidge and Arnett Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to adopt the Regular Meeting Agenda as amended to add AP-18-21. The motion carried by the following vote: Aye: 3- Finlayson, Savidge and Arnett 1. Business and Miscellaneous Approval of Minutes RCG05.04.2 Approval of Minutes for the Regular Meeting 1 Attachments: RCG05.04.21 Alderman Savidge moved to approve the minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett Appointments and reappointments to Committees AP-9-21 The Appointment of Haley Varner to the Planning Commission Attachments: Resume Ombudsman Raftovich was present and answered questions from the Committee. Alderman Savidge moved to postpone AP-9-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett AP-10-21 The Appointment of James Jenkins to the Planning Commission Attachments: Application James Jenkins, Ombudsman Raftovich, and Director Nash were present answered questions from the Committee. Alderman Savidge moved to recommend favorably AP-13-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett AP-14-21 The Re-Appointment of Cynthia Towle-Krewson to the Arts in Public Places Commission Attachments: Resume Ombudsman Raftovich was present and answered questions from the Committee. Alderman Arnett moved to recommend favorably AP-14-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett AP-15-21 The Re-Appointment of Chrissa Rich to the Arts in Public Places Commission Attachments: Application and Resume Ombudsman Raftovich was present and answered questions from the Committee. Alderman Savidge moved to recommend favorably AP-15-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett AP-16-21 The Re-Appointment of Genevieve Torri to the Arts in Public Places Commission Attachments: Application and Resume Ombudsman Raftovich was present and answered questions from the Committee. Alderman Savidge moved to recommend favorably AP-16-21. Seconded. A roll call vote was taken. Alderman Finlayson moved to recommend favorably AP-17-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett AP-18-21 The Appointment of John Egidio to the Civil Service Board Attachments: Appointment Letter Application John Egidio and Ombudsman Raftovich were present and answered questions from the Committee. Alderman Savidge moved to recommend favorably AP-18-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett 2. Legislation before Committee O-50-20 Moderately Priced Dwelling Units - For the purpose of updating certain occupancy periods of Moderately Priced Dwelling Units; eliminating variations on defined terms; providing supplemental regulatory authority to the Director of Planning and Zoning; and generally relating to the Affordable Housing Trust Fund. Attachments: O-50-20 First Reader O-50-20 Staff Report O-50-20 Fiscal Impact Note O-50-20 Staff Report to PC O-50-20 PC Findings to City Council Planning and Zoning Director Nash was present and answered questions from the Committee. Alderman Arnett moved to recommend favorably O-50-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett City of Annapolis Page 3 Rules & City Government Standing Committee Meeting June 8, 2021 Committee Minutes O-13-21 Urban Renewal Projects - Repeal - For the purpose of repealing the Annapolis City Code provisions relating to urban renewal projects; providing provisions for the exercise of state law powers relating to development or redevelopment of certain property, including comprehensive renovation or rehabilitation; requiring the Affordable Housing and Community Equity Development Commission to review certain development projects; providing certain definitions, providing for the application of this Ordinance; providing that existing obligations or contract rights may not be impaired by this Ordinance; and generally relating to the repeal of such provisions. Alderman Arnett moved to recommend favorably O-13-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Finlayson, Savidge and Arnett O-15-21 Elections - Independent Expenditure Report - For the purpose of requiring the filing of Independent Expenditure Reports; providing reporting procedures and requirements; adopting state provisions; providing certain definitions; providing penalties; and generally relating to Independent Expenditure Reports. Attachments: O-15-21 First Reader O-15-21 Staff Report O-15-21 Fiscal Impact Note Eileen Leahy, 110 Archwood Avenue, Annapolis, MD 21401, and City Attorney Lyles, were present and answered questions from the City. Chairwoman Finlayson would like the City Attorney to revisit this legislation. Alderman Arnett moved to recommend favorably O-15-21. Seconded. A roll call vote was taken.
