Chambers, Jr. City Council Chambers Rules & City Government Committee Rules & City Government Standing Committee Meeting February 4, 2022 Committee Minutes Call To Order Interim Chairwoman Finlayson called the meeting to order at 1:02 p.m. Roll Call Present: 3- Alderman Schandelmeier, Alderman Arnett and Alderwoman Finlayson Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to adopt the Regular Meeting Agenda. Seconded. The motion carried by the following vote: Aye: 3- Alderman Schandelmeier, Alderman Arnett and Alderwoman Finlayson 1. Business and Miscellaneous Election of Chairman Pursuant to City Code Section 2.16.120 Alderman Arnett moved to approve the nomination of Alderwoman Finlayson to serve as the Chairman of the Rules and City Government Committee from Friday, February 4, 2022 thru Friday, February 3, 2023. The motion carried by the following vote: Aye: 3- Alderman Schandelmeier, Alderman Arnett and Alderwoman Finlayson Appointments and Re-Appointments AP-15-22 The Appointment of Thomas Sfakiyanudis to the Planning Commission Attachments: Resume Thomas Sfakiyandis, 1301 Poplar Avenue, Annapolis, MD 21401, was present and answered questions from the committee. Planning Commission Vice Chair Bob Waldman, 100 Poplar Avenue, Annapolis, MD 21401, was present and addressed the committee. Alderman Arnett moved to recommend favorably AP-15-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Schandelmeier, Alderman Arnett and Alderwoman Finlayson AP-16-22 The Appointment of Jim Martin to the Arts in Public Places Commission Attachments: Application Alderman Arnett moved to postpone AP-16-22 until the next Rules and City Government Committee meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Schandelmeier, Alderman Arnett and Alderwoman Finlayson AP-17-22 The Appointment of Teresa Davies to the Planning Commission City of Annapolis Page 2 Rules & City Government Standing Committee Meeting February 4, 2022 Committee Minutes Attachments: Resume Teresa Davies, 1013 Poplar Avenue, Annapolis, MD 21403, was present and answered questions from the committee. Planning Commission Vice Chair Bob Waldman, 100 Poplar Avenue, Annapolis, MD 21401, was present and addressed the committee. Alderman Arnett moved to recommend favorably AP-17-22. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Schandelmeier, Alderman Arnett and Alderwoman Finlayson 2. Legislation before Committee Ordinances O-37-21 Exempt Service - Position Classification Update - For the purpose of removing the Development/Events Specialist position from the Exempt Service position classifications. Attachments: O-37-21 First Reader O-37-21 Staff Report O-37-21 Fiscal Impact Note City Manager Jarrell, and Human Resources Manager Hopkins were present and answered questions from the committee. Alderman Arnett moved to recommend favorably O-37-21. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Schandelmeier, Alderman Arnett and Alderwoman Finlayson O-3-22 New Cingular Wireless PCS, LLC, d/b/a AT&T Mobility Corporation - Lease Agreement - For the purpose of approving the lease for certain City-owned property within the City of Annapolis between New Cingular Wireless PCS, LLC, d/b/a AT&T Mobility Corporation and the City of Annapolis; and matters generally relating to said Lease Agreement. Alderwoman Tierney was present and addressed the committee. Alderman Arnett moved to recommend favorably O-3-22 with amendment. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Schandelmeier, Alderman Arnett and Alderwoman Finlayson O-7-22 Rental Operator’s License - For the purpose of clarifying the eligibility requirements for a short-term rental operator’s license; providing certain definitions; making technical corrections; and generally relating to a rental operator’s license. Attachments: O-7-22 First Reader O-7-22 Staff Report O-7-22 Fiscal Impact Note City Attorney Lyles and Chief of Code Enforcement Menassa were present and answered questions from the committee. Alderman Arnett moved to recommend favorably O-7-22. Seconded. A roll call vote was taken.
