Chambers, Jr. City Council Chambers Rules & City Government Committee Rules & City Government Standing Committee Meeting May 6, 2022 Committee Minutes Call To Order Chairwoman Finlayson called the meeting to order at 1:00 p.m. Roll Call Present: 2- Alderman Arnett and Alderwoman Finlayson Absent: 1- Alderman Schandelmeier Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to adopt the Regular Meeting Agenda as amended to add a presentation on Parklets Application Process pursuant to O-13-22. Seconded. The motion carried by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Absent: 1- Alderman Schandelmeier 1. Business and Miscellaneous Approval of Minutes RCG04.01.22 Approval of Minutes for the Regular Meeting Attachments: RCG04.01.22 Alderman Arnett moved to approve the Minutes for the Regular Meeting. Seconded. tA roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Absent: 1- Alderman Schandelmeier Committee Presentations ID-127-22 Parklet Application Process Attachments: Seasonal Parklet Program Background and Timeline, 2022 Seasonal Parklet Legal Notice, April 2022 Seasonal Parklet Pricing Model 2022_Appendix B Seasonal Parklet Operational Framework, 2022 Seasonal Parklet Request Process Details, 2022_Appendix A Economic Development Manager Rice was present and answered questions from the committee. Alderman Arnett moved to note that the Rule and City Government committee received/reviewed the Parklet Application Process and gave a City of Annapolis Page 2 Rules & City Government Standing Committee Meeting May 6, 2022 Committee Minutes favorable recommendation. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderman Arnett and Alderwoman Finlayson Absent: 1- Alderman Schandelmeier 2. Legislation Resolutions R-17-22 The Annapolis Waterfront & Sailing Center - For the purpose of recognizing the vital resources provided by the Annapolis Waterfront & Sailing Center; and designating the Annapolis Waterfront & Sailing Center as the Annapolis City Ambassador to the Tall Sailing Ships and historic boats community in furtherance of the maritime heritage of Annapolis. Attachments: R-17-22 Staff Report R-17-22 Fiscal Impact Note R-17-22 MAB Recommendations R-17-22 Amendments 1-2 - Tierney R-17-22 First Reader.docx Alderwoman Finlayson requested to be added as a co-sponsor. Alderman Arnett moved to recommend R-17-22 favorably with Tierney amendments. Seconded. A roll call vote was taken.
