Roll Call Present: 3- Alderwoman Finlayson, Alderman Arnett and Alderman Schandelmeier Legislation O-15-23 Building Height and Elevation Limit - Exception for FEMA Flood Zones in Annapolis - For the purpose of exempting building construction in Federal Emergency Management Agency's AE flood zones including the Annapolis' City Dock area from certain elevation restrictions; setting exception criteria; and generally related to Planning and Zoning height measurement. Alderman Arnett moved to O-15-23 no action taken. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Agenda (any changes to the agenda should be made here) Alderman Arnett moved to approve the agenda. Seconded. CARRIED on voice vote. Seconded. CARRIED on voice vote. Legislation O-17-23 Administration - Requiring the City Manager to Provide Staffing Impact Statements on Pending Legislation - For the purpose of requiring staffing reports on charter amendments, ordinances, and resolutions that include the impact of the legislation on staffing levels and duties; changing when staff reports regarding legislation must be submitted to the Council; making clarifying changes to the impacted subsections; and generally related to City Council procedure. On page 3, in line 25, insert "3. Any ordinance or resolution waiving or reducing city fees shall be referred to the Finance Committee and then lie on the table after which shall be read the second time and final action taken." Seconded. CARRIED on voice vote. Alderman Arnett moved to recommend O-17-23 favorably as amended. Seconded. CARRIED on voice vote. City of Annapolis Page 3 Rules & City Government Standing Committee Meeting June 6, 2023 Committee Minutes - Final O-19-23 Property tax credits for 9-1-1 Specialists and Public Safety Officers - For the purpose of granting property tax credits and property tax relief allowed by Maryland state law for the City of Annapolis 9-1-1 specialists and public safety officers in the Annapolis Fire Department and Police Department; and generally related to city tax credits. Sponsors: Gay, Tierney and Mayor Buckley Attachments: O-19-23 First Reader O-19-23 Legislative Summary O-19-23 Fiscal Impact Note O-19-23 Staff Report O-19-23 Signed Alderwoman Finlayson requested that City Council Associate Jackson invite the sponsors Alderman Gay and Alderwoman Tierney to come and speak towards their legislation. Alderman Schandelmeier moved to postpone O-19-23 until July 7th, 2023. Seconded. CARRIED on voice vote. General Discussion ID-33-23 Yearly Grants Funding Calendar - AiPPC Attachments: AIPPC Grant Yearly Schedule Policy - CLEAN - 2023-03-01 Alderwoman Finlayson requested that the sponsor of this ID come and speak to the Yearly Grants Funding Calendar. Alderman Schandelmeier moved to postpone ID-33-23 until the July 7th meeting. Seconded. CARRIED on voice vote. ID-101-23 Annapolis Conservancy Board - Rules of Procedures Attachments: ACB Rules of Procedure_07132022 FINAL Alderwoman Finlayson requested that the sponsor of this ID come and speak to the Rules and Procedures of the Annapolis Conservancy Board. Alderman Schandelmeier moved to postpone until ID-101-23 July 7th,2023. Seconded. CARRIED on voice vote. Adjournment Upon motion duly made, seconded and adopted, the Special Meeting was adjourned at 5:43 pm.
