Chambers, Jr. City Council Chambers Rules & City Government Committee Rules & City Government Standing Committee Meeting July 12, 2024 Committee Minutes - Final Call To Order Alderwoman Finlayson called the Special Meeting to order at 1:06 pm. Roll Call Present: 3- Alderwoman Finlayson, Alderman Arnett and Alderman Schandelmeier Approval of Agenda (any changes to the agenda should be made here) Alderman Schandelmeier moved to approve the Special Meeting agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes RCG 6.7.24 Regular Meeting Minutes Attachments: RCG 6.7.24 Alderman Arnett moved to approve RCG 6.7.24. Seconded. CARRIED on voice vote. Legislation City of Annapolis Page 2 Rules & City Government Standing Committee Meeting July 12, 2024 Committee Minutes - Final O-3-24 City Council Nominations to Boards, Commissions, and Committees - For the purpose of the members of the City Council to nominate members to boards, commissions, and committees if the position has been vacant, or expired and filled temporarily for more than six months; and generally related to City Council duties. Sponsors: Savidge and Arnett Attachments: O-3-24 First Reader O-3-24 Legislative Summary O-3-24 Fiscal Impact Note O-3-24 Staff Report O-3-24 - Amendment 2 - Savidge O-3-24 - Amendment 3 - Finlayson (on behalf of the Rules Committee) Rules Committee Amendment #1 - On page 2, in line 4, insert the following paragraph "C": "C. Exceptions. The City Council shall not have the authority to make nominations to the board of appeals, planning commission, or any other board, commission, or committee that Maryland law specifies shall be made by the Mayor, who is the City's local executive.". Recommend Rules Committee Amendment #1 Favorably. Seconded. CARRIED on voice vote. Alderman Schandelmeier moved to Recommend O-3-24 Favorably as Amended. Seconded. CARRIED on voice vote. Adjournment Upon motion duly made, seconded and adopted, the Regular Meeting was adjourned at 1:48pm.
