Chairman Budge called the meeting to order at 6:37 p.m.

2. Legislation before Committee
R-6-15 Filing of Grant Application with the Maryland Transit Administration - For
the purpose of authorizing the filing of an application with the Maryland
Transit Administration of the Maryland Department of Transportation for a
Sections 5303, 5304, 5307, 5309, 5310, 5311, 5316, and/or 5317 grants
under the Federal Transit Act for a total amount of $1,617,093 ($1,103,711
for transit operations; $315,000 capital grant for transit vehicle
maintenance; and $198,382 for paratransit operating assistance).

Senior Transportation Planner Duah gave a presentation on the legislation, and answered
questions from the committee.
Alderman Kirby moved to recommend favorably. Seconded. CARRIED on voice
vote.

R-3-15 The Parking Authorities Act - For the purpose of respectfully requesting that
the Maryland General Assembly amend Section 18-103 of the Local
Government Article of the Annotated Code of Maryland so that the Parking
Authorities Act shall be applicable to the City of Annapolis.

Robert Eades, 32 Pleasant Street, Annapolis Maryland 21401 representing the Taxicab
Driver's Association was present, and spoke on the legislation.
Alderman Kirby moved to recommend favorably. Seconded. CARRIED on voice
vote.

Alderman Kirby moved to recommend with the following Amendment.
Amendment #1
Page 3, Section D, Number 1, Line 33
A Quorum, Comprises a simple majority of the sworn members, or 5 whichever is
greater, and such a quorum is necessary to conduct business.
. Seconded. CARRIED on voice vote.

R-4-15 The Annotated Code of Maryland Public Utilities Article Definitions of
Taxicab and Provision of Taxicab Services - For the purpose of respectfully
requesting that the Maryland General Assembly amend Sections 1-101
and 10-101 of the Public Utilities Article of the Annotated Code of Maryland
to incorporate the use of a software application, digital wireless network or
digital telecommunications capable device in the context of regulating the
provision of taxicab services in the City of Annapolis.
