Call To Order Chairwoman Tierney called the meeting to order at 6:00 p.m. 2. Roll Call Present: 3- Alderwoman Tierney, Alderwoman Pindell Charles and Schandelmeier 3. Approval of Agenda (any changes to the agenda should be made here) Remove O-29-20, R-41-20, R-42-20 Alderwoman Pindell Charles moved to adopt the Regular Meeting Agenda as amended to Remove O-29-20, R-41-20, R-42-20. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 2- Alderwoman Tierney and Alderwoman Pindell Charles 4. Business before Committee a. Approval of Minutes Alderwoman Pindell Charles moved to approve. The motion carried by the following vote: TC07.09.20 Approval of Minutes for the Regular Meeting Alderwoman Pindell Charles moved to approve TC07.09.20. Seconded. A roll call vote was taken. Appointments and reappointments to Committees AP-14-20 The Appointment of Charles Brooks to the Transportation Board Alderman Schandelmeier moved to recommend favorably AP-14-20. Seconded. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman Pindell Charles and Schandelmeier AP-15-20 The Appointment of Vince Harriman to the Transportation Board Alderwoman Pindell Charles moved to recommend favorably AP-15-20. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman Pindell Charles and Schandelmeier 5. Legislation before Committee O-28-20 Parking Permit Display - For the purpose of requiring that a residential parking permit must be visibly displayed on the vehicle to which it was issued. Transportation Director Gordon was present and answered questions from the committee. Alderman Schandelmeier moved to recommend favorably O-28-20. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman Pindell Charles and Schandelmeier O-29-20 Small Cell Systems - For the purpose of establishing requirements for small cell systems; adding small cell systems as a use subject to standards in all zoning districts; creating certain definitions; and generally relating to small cell systems. Removed from agenda R-41-20 Small Cell Systems - Fees - For the purpose of adding fees to the Fiscal Year 2021 Fees Schedule concerning Small Cell Systems. Removed from agenda R-42-20 Small Cell Systems - Fines - For the purpose of adding fines to the Fiscal Year 2021 Fines Schedule concerning Small Cell Systems. Removed from agenda O-31-20 Non-motorized wheeled vehicles - For the purpose of setting standards for the use of non-motorized wheeled vehicles on sidewalks; and establishing a definition. Alderman Schandelmeier moved to recommend favorably O-31-20. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Tierney, Alderwoman Pindell Charles and Schandelmeier O-33-20 Towing of Vehicles - For the purpose of clarifying when a stopped, standing, or parked vehicle is subject to towing. General Discussion Update from the Transportation Board Chairwoman Tierney provided an update for the committee. 7.
