February 07, 2019 (Annual Goals Session)) Page 1 of 2 ANNUAL GOALS SESSION THE ANOKA CITY COUNCIL GREEN HAVEN GOLF COURSE & EVENT CENTER 2800 GREENHAVEN RD, ANOKA-MN FEBRUARY 07, 2018 Present: Mayor Rice, Councilmembers; Barnett, Freeburg, Skogquist & Wesp. Staff: City Manager Greg Lee, Assistant City Manager Amy Oehlers, Public Services Director Mark Anderson, Finance Director Brenda Smith, & Electric Utility Director Greg Geiger. Council and staff met at Green Haven Golf Course & Event Center for the Annual Goals Session. Dinner at 5:00 p.m., meeting at 5:30 p.m. City Manager Lee provided a presentation to the City Council relating to the 2019-2020 Goals. After discussion, the City Council set the City goals for 2019-2020 as: 2019-2020 CITY GOALS Development Redevelopment Housing  New development projects  East Main – east of 7th  2nd & Harrison co-op or condo  7th & 116; density of housing or commerciall./industrial uses  Parks Maintenance Building; use for existing building  Create 5-yr real estate acquisition policy and modest budget to slow property acquisition  Craft infill standards so new construction blends w/neighborhoods, not redefines them  Assist HRA in development of incentive program for rental to owner-occupied conversions  Continued rental property licensing enforcement  Green Haven Parkway  Rum River Corridor  Empower community members & staff to report and enforce blight violations  Strengthen historic preservation focus through rehab vs. demo & expand historic districts Finance/Organization  Zero levy increase  Continue to look realistically at spending habits of City  Get City owned property back on tax roll  Maintain a balanced City budget and continue to persistently identify and eliminate excessive spending  Enhance the profitability of City-owned businesses  Support and fund our exceptional public safety services and continue to strengthen police- community relations  Continue to update and upgrade Anoka utility services to maintain reliability February 07, 2019 (Annual Goals Session)) Page 2 of 2 Parks Trails Rivers/Roads Transportation  Remove 2nd walking bridge from river park plan  Kwik Trip; connect sidewalks. North St. include lighting improvement or sidewalks  Continuation of street renewal and maintenance efforts while being mindful of individual neighborhood needs and pedestrian/bike safety  Increase capital expenditures and maintenance levels for roads, parks, and sidewalk connections Other  Continued growth of strong & safe business & public atmosphere  Increase interaction and communication between boards, commissions, and Anoka residents  Engage citizens more in decision making with increased and diverse forms of communication LEGISLATIVE GOALS  Funding for TH47 – railroad grade separation overpass  Approve a TIF extension for Commuter Rail Transit Village  Don’t change fiscal disparities Meeting adjourned at: 8:15 p.m. Prepared and submitted by: Amy T.
