August 30, 2021 (Budget Worksession) Page 1 of 4 BUDGET WORKSESSION OF THE ANOKA CITY COUNCIL GREEN HAVEN GOLF COURSE & EVENT CENTER AUGUST 30, 2021 CALL TO ORDER Mayor Rice called the Budget Worksession meeting to order at 5:10 p.m. ROLL CALL Present at roll call: Mayor Rice; Councilmembers Barnett, Skogquist, Weaver & Wesp. Staff present: City Manager Greg Lee, Finance Director Brenda Smith, Public Services Director, Mark Anderson, Public Services Administrator Lisa LaCasse, Community Development Director Doug Borglund and Golf Manager Larry Norland. 1. CITY COUNCIL GOVERNMENTAL BUDGET REVIEW REVIEW Finance Director Brenda Smith reviewed the City’s Governmental Funds & Green Haven Budgets in preparation for a developing a Preliminary Budget. Discussion started with the levy increase at 6.05%. Discussion about changes in salary, which included: -An additional officer $110,000 -Election in 2022 $70,500 -Adding a Part time Code enforcement position $40,000 -Additional time for downtown security officers for special events $20,000 -Additional time and pay for the Streets department $35,000 (this was increased $10,000 at the meeting) -Additional time and pay for the Recreation department $46,100 -Additional time and pay for the Parks department including one employee going full time $51,300 -Increase in health insurance estimated at 15% $83,000 (discussion that this is going out for bid and there is the possibility of it coming in lower than 15%) -Additional budgeted for the comparable worth study that is not complete yet $160,000 -COLA increase of 3% for 2022 $214,230 Safety center masonry cleaning was removed from the budget and pushed back. A donation of $30,000 was added to the budget to Community Ed program for 2022. Discussion on boat slips and Port of Anoka Dock it was decided that these projects would be paid for with a loan out of the Urban Redevelopment fund and paid back with dock rentals. August 30, 2021 (Budget Worksession) Page 2 of 4 Discussion on a grant that was received to treat Emerald Ash Borer, reduced the budget to the amount needed for the grant, from $45,000 down to $38,695 Increased the use of fund balance from $146,650 to $226,000 Talked about using the American Recovery Protection Act (ARPA) funds to pay for the John Ward Bathroom remodel $340,000 In the Garage fund the council moved back the Tandem Axel Dump w/plow for replacement another year. Greenhaven’s budget was discussed and the requested Fairway Mower for $75,000 stayed in the budget. The preliminary Levy after adjustments was at a 5.44% increase or $404,753.
