September 13, 2021 (Budget Worksession) Page 1 of 1 BUDGET WORKSESSION OF THE ANOKA CITY COUNCIL ANOKA CITY HALL, COUNCIL WORKSESSION ROOM SEPTEMBER 13, 2021 CALL TO ORDER Mayor Rice called the Budget Worksession meeting to order at 5:00 p.m. ROLL CALL Present at roll call: Mayor Rice; Councilmembers Barnett, Skogquist, Weaver & Wesp. Staff present: City Manager Greg Lee, Finance Director Brenda Springer, Public Services Director, Mark Anderson, Electric Director Greg Geiger and Liquor Director Dave Duwenhoegger 1. CITY COUNCIL GOVERNMENTAL BUDGET REVIEW REVIEW Finance Director Brenda Springer reviewed the Enterprise funds in preparation for a developing a Preliminary Budget. Started by reviewing the Liquor budget and it was decided to remove the $150,000 budged increase in revenue due to unknown Hwy 10 construction impacts. Only transfers out is $40,000 to Park capital. Electric fund was approved for Capital Equipment of a dump trailer $15,000, Capital improvements of $1,050,000 for Hwy 10 rebuild and $1,500,000 for Storage building. Councilmember Skogquist suggested we increase our cost of Purchase Power 2.5% ($558,250) based on conversations with MMPA. Water fund approved capital improvements were $431,900 for Street renewal, $1,000,000 for Hwy 10 Utility Relocation and $1,173,000 for Hwy 47. Sewer Fund approved capital improvements of $417,050 for Street renewal, $640,000 for Hwy 10 utility relocation and $391,700 for Hwy 47. Storm fund approved capital improvements of $624,100 for Street renewal. Changes to revenue included an increase to Electric Fixed charge of $1.00 per meter, Water fixed charge increase of $0.25 per meter and Sewer fixed charge increase of $0.25 per meter.
