February 15, 2022 (Annual Goals Session) Page 1 of 2 ANNUAL GOALS SESSION OF THE ANOKA CITY COUNCIL GREEN HAVEN GOLF COUSE & EVENT CENTER 28000 GREENHAVEN RD, ANOKA-MN FEBRUARY 15, 2022 Present: Mayor Rice, Councilmembers Barnett, Skogquist, Weaver and Wesp. Staff present: City Manager Greg Lee, Assistant City Manager Amy Oehlers, Finance Director Brenda Springer, Police Chief Eric Peterson, Public Services Director Mark Anderson, Public Services Administrator Lisa LaCasse, Community Development Director Doug Borglund. Council and staff met at Green Haven Golf Course & Event Center for the Annual Goals Session. Dinner was at 5:00 p.m., meeting at 5:30 p.m. City Manager Lee provided a presentation to the City Council relating to the 2022-2023 Goals. After discussion, the City Council set the City goals for 2022-2023 as follows: DEVELOPMENT, REDEVELOPMENT & HOUSING  Increase the enforcement of rental housing statutes and codes. Through the strategy of more frequent inspections, more strict inspections, increased penalty severity, more frequent fines and court actions, and more staff to execute these actions. This increased enforcement will focus on all rental categories including high-density multifamily housing, low-density multifamily housing, and single family rentals.  Help to assemble and sell parcels within the TOD that are residential owner occupied rather than rental  Implement infill standards so new construction blends with neighborhoods not redefines them. Build on success of standards used on 8th Ave. & South St.  Anoka County building expansion.  Work with Anoka County on building plans for the courthouse that work for the County and the City of Anoka.  Strengthen Anoka’s historic preservation focus through rehab vs. demo.  Continue to advocate for owner occupied new housing.  Continue to support the development of the “Agricultural Destination Area” at 2nd & Harrison.  Continued re-development in the Highland Park neighborhood & Green Haven.  Continued efforts to seek single family housing and re-development back to single family housing options. February 15, 2022 (Annual Goals Session) Page 2 of 2 CITY FINANCE & AREA BUSINESS CLIMATE  Maintain a balanced city budget and continue to identify and eliminate excessive spending and taxing of our residents.  Support and adequately fund our Police and Fire Departments to ensure optimal public safety of our residents.  Continue to support a responsible budget.  Work towards a responsible budget.  Special Entertainment District Sales Tax – from Jackson St. up to the Agricultural area on Harrison St. STREETS, PARKS, TRAILS & RIVERS  Trunk Hwy. 47 – through Alter Metal Recycling option  Trunk Hwy. 10 – traffic congestion program, be fluid and respond.  Maintain and enhance capital expenditures and maintenance levels for parks and sidewalk/trail connections  Continue to support the Riverwalk plan.  Continue to advocate for exciting new recreational opportunities.  Ash Trees – increase replacement program, develop tree removal assistance program. MISCELLANEOUS  Ensure that the constitutional rights of our residents and business owners are not infringed.  Enhance communication with citizens using diverse forms of communication.  To have a strong, safe, and vibrant downtown.  Continuously seeking out opportunities for Anoka to grow as a community.
