CALL TO ORDER Mayor Rice called the regular meeting of the City Council to order at 7:02 p.m., followed by the Pledge of Allegiance. 2. ROLL CALL Present at roll call: Mayor Rice, Councilmembers Barnett, Skogquist, Weaver and Wesp. Staff present: City Manager Greg Lee; Public Services Director Mark Anderson; Police Chief Eric Peterson; Officer Derik Nelson; and Assistant City Engineer Ben Nelson. Absent at roll call: None. 3. Motion by Councilmember Skogquist, seconded by Councilmember Barnett, to approve the June 15, 2022, Closed Executive Session, July 25, 2022, Worksession, August 12, 2022, Special Meeting, August 15, 2022, Budget Meeting, August 15, 2022, Closed Executive Session, August 15, 2022, Regular Meeting, and August 22, 2022, Worksession minutes as presented. Vote taken. All ayes. Motion carried. 4. OPEN FORUM 4.1 Presentation; Federal Cartridge and Police Activity Update. Police Chief Eric Peterson spoke about the leadership of Federal Cartridge and their partnership with the City’s Police Department that included donation of City Hall, the municipal pool, King’s Island, and Waterfowl for Warriors. He shared how Federal Cartridge has purchased ad space in the department’s annual review since the beginning and provides direct access to ballistic experts which is September 6, 2022 (Regular) Page 2 of 7 essential for the department. He spoke about their partnership in emergency management and homeland security training, tactical response team including indoor drone technology, the purchase of specialized body armor and weapons, K-9 training equipment, and support of the new Law Enforcement Training Center and simulator. Chief Peterson said all this support results in a better trained, informed, and responsible police department then presented President Jason Vandebrink and Brian Kelvington of Federal Cartridge with an award in recognition of their support and partnership. Jason Vandebrink, Federal Cartridge, thanked the City for the recognition then spoke about their 100th anniversary and recent auction that raised $240,000 for charities, food shelves in the City, and the department and said their 1,500 employees will always defend the Anoka Police Department and thanked them for their work. Officer Derik Nelson, Anoka SWAT team, presented an award depicting an image of the department’s tactical vehicle and thanked Federal Cartridge for their support. Councilmember Weaver thanked Chief Peterson for recognizing Federal Cartridge as they were an important business and employer in the City. Chief Peterson shared that there were no notable incidents over the recent holiday weekend, encouraged the public to use extra caution as school starts, then shared about the department’s upcoming winter coat drive. 4.2 Proclamation; Constitution Week. Mayor Rice said annually the City proclaims the week of September 17 through 23 as Constitution Week in the City of Anoka. Barb Thurston, Daughters of the American Revolution (DAR), accepted the proclamation on behalf of the DAR and shared a history quiz with the Council. Mayor Rice read the proclamation into the record. 4.3 Highway 10 Anoka Construction Update. Assistant City Engineer Ben Nelson shared an update on construction status that included the project’s hotline contact information then reviewed current and upcoming closures, temporary signals, and further communications regarding construction projects. Councilmember Wesp asked about the new roundabout going westbound off Highway 10 and if there have been any issues with merging. Chief Peterson said there had been one accident when the roundabout first opened but said it could September 6, 2022 (Regular) Page 3 of 7 have been due to speed or inattentive driving and have had no incidents since. He said officers will monitor since the area and relay concerns to MnDOT to address. Councilmember Wesp inquired about the caution/higher speed sign by Pinewski’s and encouraged staff to continue monitoring this area as well. Councilmember Skogquist asked about the temporary signal at McKinley and noted residents in the area were very supportive of the signal remaining. Mr. Nelson said the signal will be operational through winter until construction is complete then noted the roundabout at Main Street and connections will deter people coming off Highway 10 and exiting on Thurston which was ultimately the design. He added the radar sign was salvaged and is now located in front of Bridge Square. Mayor Rice stated people are becoming used to the roundabout and the need to adjust for speed which will continue to calm traffic. Councilmember Weaver confirmed there will be a south frontage road between the roundabout and Fairoak. Mr. Nelson confirmed the frontage road will be coming into the southside of the area. OTHER INFORMATION UNDER OPEN FORUM None. 5. PUBLIC HEARING(S) 5.1. Issuance of an On-Sale Wine and 3.2 Malt Liquor License to Danno’s Dinner Depot, LLC, dba Barzini’s, 222 E. Main Street. RES/Issuance of an On-Sale Wine and 3.2 Malt Liquor License to Danno’s Dinner Depot, LLC, dba Barzini’s, 222 E. Main Street. RESOLUTION City Manager Greg Lee shared a background report stating an application for an on-sale wine and 3.2 malt liquor license has been submitted by Danno’s Dinner Depot, LLC, dba; Barzini’s, 222 E Main Street, the former G’s Cafe. He said staff is in the process of conducting the necessary background investigations and inspections and that approval of this license will be contingent upon successful investigations and inspections. Mayor Rice opened the public hearing at 7:38 p.m. September 6, 2022 (Regular) Page 4 of 7 Dan Sweeney, owner of Ibiza West, shared that Barzini’s will be an Italian restaurant venue that will offer beer and wine for dinner with earlier hours for good Italian food in a cozy setting. Councilmember Skogquist asked if the seating will be similar to the former G’s restaurant. Mr. Sweeney said the seating will have two less tables but the rest of the space will remain the same. Being no comments Mayor Rice closed the public hearing at 7:40 p.m. NOTE: By motion from Councilmember Weaver, which was seconded by Councilmember Skogquist, and by a unanimous vote of the Council, agenda item 9.1 was moved up on the agenda and acted upon at this point. Councilmember Weaver asked how soon the applicant will be able to serve once approved. Mr. Lee said the license needs to be sent to the State once the background is completed but hopefully will be able to complete soon. Motion by Councilmember Weaver seconded by Councilmember Skogquist, to adopt a resolution approving the issuance of an On-Sale Wine and 3.2 Malt Liquor License (with Strong Beer) to Danno’s Dinner Depot, LLC, dba; Barzini’s, 222 E Main Street, Anoka, Minnesota. Upon a roll call vote: Mayor Rice, Councilmembers Barnett, Skogquist, Weaver and Wesp voted in favor. Motion carried. 6. Vote taken. All ayes. Motion carried. 7. REPORTS OF OFFICERS, BOARDS AND COMMISSIONS 7.1 Planning Items. None. 8. PETITIONS, REQUESTS AND COMMUNICATION None. 9. ORDINANCES AND RESOLUTIONS 9.1. RES/Issuance of an On-Sale Wine and 3.2 Malt Liquor License to Danno’s Dinner Depot, LLC, dba Barzini’s, 222 E. Main Street. ACTED UPON AFTER PUBLIC HEARING 9.2. RES/2023 and 2024 Street Renewal Projects; Authorize Feasibility Report. RESOLUTION Mr. Nelson shared a background report with Council stating in 2000 the Anoka City Council began the Street Renewal Program (SRP) for the reconstruction of City streets and infrastructure at or reaching the life expectancy typically around 70 years. The program has reconstructed over 32% of the City’s roadway system. This program was developed to reconstruct streets that are in poor condition including the bituminous surfacing, concrete curbing, and poor stormwater surface drainage. This also includes replacing the existing sanitary sewer, watermain, and storm sewer that has aged and deteriorated over time. He reviewed project highlights from the past 23 years then reviewed the proposed projects for the Franklin Area Phase I and II in detail, stating overall the proposed projects for 2023 and 2024 would include 1.57 miles of fully reconstructed streets that includes resurfacing of local alleys. He said Council should be aware that by September 6, 2022 (Regular) Page 6 of 7 including the two SRP projects into one feasibility report this will make preliminary design (surveying and design) more economical to complete and result in a savings of professional services. He added a neighborhood meeting would be held for both projects and that the street renewal fund will be partially financed by the Municipal Public Works 444 bond. Mr. Nelson reviewed the tentative construction schedules and recommended Council adopt the proposed resolution. Councilmember Skogquist clarified the section of Clay Street off Ferry Street west of Branch was part of the 2023 project. Mr. Nelson responded that based on last discussions this area will be addressed with a feasibility study and amend the resolution from Clay to Wingfield. Motion by Councilmember Skogquist seconded by Councilmember Weaver, to adopt a resolution approving the 2023 and 2024 Street Renewal Projects as amended; authorizing the feasibility report for 2023 State Avenue to Wingfield Avenue and 2024 Clay from Wingfield to Ferry Street as noted. Upon a roll call vote: Mayor Rice, Councilmembers Barnett, Skogquist, Weaver and Wesp voted in favor. Motion carried. 10. UNFINISHED BUSINESS None. 11. NEW BUSINESS None. 12. UPDATES AND REPORTS 12.1 Tentative Agenda(s). The Council reviewed the tentative agendas of the upcoming Council meetings. 12.2 Staff and Council Input. Councilmember Weaver said the Waterfowl for Warriors event will be held this weekend with the youth hunt as well as first responders hunt. Chief Peterson said they were excited to participate in the event and thanked the group for including public safety. Councilmember Barnett referred to the City of Andover’s recent boil water alert and how staff works to ensure this type of event is avoided in Anoka. Public Services Director Mark Anderson explained Anoka’s redundant systems with September 6, 2022 (Regular) Page 7 of 7 several warning indicators and that Andover’s towers ran out of water for some reason but that their equipment did not tell the pumps to run which was the reason for the boil alerts as a precaution against potential contamination. He explained how the SCADA system controls the City’s lift stations, well stations, and other infrastructure and is constantly monitored for pressure readings to reduce callouts and was encrypted and secure. Councilmember Skogquist inquired about water changes in the southeast area of the City and the potential for wells going dry. Mr. Anderson explained the Well 3 situation draw down and how the level of the aquifer was decreasing but that they added 20 feet and the well was good and out of high demand for season. He thanked residents for following the odd/even watering restrictions and said this simple repair did not have an impact on water quality. ADJOURNMENT Councilmember Wesp made a motion to adjourn the Regular Council meeting. Councilmember Skogquist seconded the motion. Vote taken. All ayes. Motion carried.
