CALL TO ORDER Mayor Rice called the regular meeting of the City Council to order at 7:00 p.m., followed by the Pledge of Allegiance. 2. ROLL CALL Present at roll call: Mayor Rice, Councilmembers Scott, Skogquist, and Weaver. Also present: City Manager Greg Lee; Police Captain Andy Youngquist; Public Works Director Mark Anderson; Senior City Planner Clark Palmer; City Attorney Scott Baumgartner; and Utility Director Del Vancura. Absent at roll call: Councilmember Wesp. 3. COUNCIL MINUTES 3.1 June 17, 2024, Regular Meeting. Motion by Councilmember Scott, seconded by Councilmember Weaver, to approve the minutes of the June 17, 2024, Regular Meeting as presented. Vote taken. All ayes. Motion carried. 4. OPEN FORUM 4.1 Police Activity Update. Police Captain Andy Youngquist shared about staff being busy with events then spoke about the recent recognition by MADD of three officers for their work in DWI patrol. He shared a graph of DWI arrests by month and how July was the most active for drunk driving and shared the importance of obtaining a sober ride when drinking. He spoke about Castle Field’s 10-year celebration events on July 3 and encouraged the community to attend. OTHER INFORMATION UNDER OPEN FORUM Joelle Alverud, Anoka, shared about the recent Anoka Halloween Inc. meeting and how impressed she was with their work then clarified how to use a QR code. July 1, 2024 (Regular) Page 2 of 4 5. PUBLIC HEARING(S) None. 6. CONSENT AGENDA Councilmember Skogquist asked about the upcoming workshop agenda and changing the meeting dates for the July workshop. Councilmember Weaver suggested waiting until Other Business to address the topic. Councilmember Skogquist said since there was an extra Monday in July he suggested the worksession be held July 29 at 5:00 PM instead of July 22. Motion by Councilmember Skogquist, seconded by Councilmember Weaver, to approve the Consent Agenda as amended. 6.1 Approve Verified Bills. 6.2 Revising and Setting Council Calendars. Vote taken. All ayes. Motion carried. 7. REPORTS OF OFFICERS, BOARDS AND COMMISSIONS None. 8. PETITIONS, REQUESTS AND COMMUNICATION None. 9. ORDINANCES AND RESOLUTIONS 9.1 ORD/Zoning Text Amendment; Chapter 78, Article V, District Regulations, Division 3 – Business Districts, Section 78-265; Highway Business District. 2nd Reading ORDINANCE Senior City Planner Clark Palmer shared a background report stating this is the second reading of the ordinance. No changes have been made since the first reading. The Anoka City Council recently approved the sale of the former west liquor store located at 809 Highway 10. The subject property is located within the B-1 Highway Business District. The City is selling the property to Vapor Trail Archery (the Buyer). The Buyer specializes in bowstring manufacturing and retail sales of archery products. The City Council is requesting a zoning text amendment to the B-1 district allowing limited product assembly/manufacturing July 1, 2024 (Regular) Page 3 of 4 of retail goods sold or shipped from the site. Staff has prepared an amendment for Sec. 78-265. B-1 Highway Business District. (e) Accessory uses. The following are permitted accessory uses: (2) Product assembly/manufacturing of retail goods/products sold on-site or sold/shipped by a permitted retail establishment limited to no more than 50% of the gross floor area. The Planning Commission reviewed the application and held a public hearing at their June 4th regular meeting. There were no comments received from the public. The Planning Commission recommended approval. Councilmember Weaver noted the business going to this site will be Vapor Trail Archery who was relocating from another Anoka location and said he supported the action. Motion by Councilmember Weaver, seconded by Councilmember Scott, to hold second reading and adopt an ordinance Amending Chapter 78 – Zoning, Article V – District Regulations, Division 3 – Business Districts, Section 78-265 – Highway Business District. Upon a roll call vote: Mayor Rice, Councilmembers Scott, Skogquist, and Weaver voted in favor. Motion carried. 10. UNFINISHED BUSINESS None. 11. NEW BUSINESS None. 12. UPDATES AND REPORTS 12.1 Tentative Agenda(s). The Council reviewed the tentative agendas of the upcoming Council meetings. 12.2 Staff and Council Input. Councilmember Weaver asked why the pedestrian crossings in the new roundabouts don’t have break-away posts and if this will be a problem when hit. City Manager Greg Lee noted there is a joint above the brick to address that concern but would follow up to ensure. Councilmember Weaver asked if permits for the stone house trail has begun then spoke about the upcoming Castle Field events on July 3 and thanked those who donated to the fireworks display. July 1, 2024 (Regular) Page 4 of 4 Councilmember Skogquist asked about the Anoka County Board moving forward with jail resolution on July 9 and if the City should send a letter of communication then referred to a report coming forward October 20 regarding jail locations and suggested the County wait for that report first. Councilmember Weaver said instead of waiting he suggested we instead ask about the Department of Corrections mandate as there may be other potential partnerships being considered and hoped any communication would be wordsmithed correctly. City Attorney Scott Baumgartner said the Anoka County Attorney’s opinion was that the language applied to outlying areas and not that Anoka and Sherburne would combine but said it was interesting to know more detail as far as what Anoka was is going to do. He said the trend was for less incarceration for those mentally ill or addicted then spoke about Rule 20 and its impacts. He spoke about the trend for less incarceration then shared comments about the legislature’s work to address and said this may not be the full interpretation and suggested waiting until we know what it means for full direction. Councilmember Skogquist spoke about the proposed language and how it referred to those currently those under duress who are made to leave clinics and hospitals and the classifications required by jails for those with mental health implications. He said we need to start planning for Anoka’s roads and other work but said the City was waiting for the jail and supported sending correspondence to Anoka County. Mr. Baumgartner said if the study comes back and shows we have those incarcerated who shouldn’t be then the State steps in with funding for the County to address. ADJOURNMENT Councilmember Weaver made a motion to adjourn the Regular Council meeting Councilmember Scott seconded the motion. Vote taken. All ayes. Motion carried.
