November 13,2024 (Special) Page 1 of 2 SPECIAL MEETING OF THE ANOKA CITY COUNCIL ANOKA CITY HALL COUNCIL CHAMBERS THURSDAY, NOVEMBER 13, 2024, AT 10:00 A.M. The meeting was called to order at 10:00 a.m. by Mayor Pro-Tem Sam Scott. Mayor Pro-Tem Scott read a statement to place on record that Councilmember Skogquist is participating in the meeting by interactive technology, for personal reasons, from 315 - 10th Street, Worthington, Minnesota. Present: Mayor Pro-Tem Scott, Councilmembers: Skogquist (by interactive techonology), Wesp and Weaver. Absent: Mayor Rice. Staff: Assistant City Manager Amy Oehlers. 3.1 Canvass of November 8, 2022 Municipal General Results. RESOLUTION NO. 2020-081 This special meeting was held for the purpose of canvassing election returns of the Tuesday, November 5, 2024 Municipal General and Special Election, pursuant to Section 4.08 of the Anoka City Charter. Assistant City Manager, Amy Oehlers reviewed the City election returns from the eight precincts for the Mayoral position and the Councilmember seats, and the City Ballot Question. Ms. Oehlers presented a summary of the results. MAYOR # OF VOTES Joelle Alvord 2,935 *Erik Skogquist 5,400 Write-In’s 36 CITY COUNCILMEMBERS # OF VOTES Brent Campbell 3,470 Jesse Hauf 1,594 *Heather Rostad 3,919 *Jeff Weaver 4,186 Write-In's 68 * indicates candidate was elected to office CITY BALLOT QUESTION Should an Organized Residential Solid Waste, Recycling and Yardwaste Collection system be implemented in the City of Anoka? YES 4,329 *NO 4,686 The following named persons, having received the most votes, have duly been elected to office: Mayor: Erik Skogquist (2 yr term, expiring 12/31/2026) City Councilmember: Heather Rostad (4 yr term, expiring 12/31/2028) City Councilmember: Jeff Weaver (4 yr term, expiring 12/31/2028) The ballot question results were as follows, with the question not passing. CITY BALLOT QUESTION Should an Organized Residential Solid Waste, Recycling and Yardwaste Collection system be implemented in the City of Anoka? YES 4,329 *NO 4,686 Ms. Oehlers provided the Council with additional election statistics, results, ballot samples, write-in's tallies, County Election Abstract, etc., for the City of Anoka. A motion was made by Councilmember Wesp and seconded by Councilmember Skogquist to adopt the Resolution Canvassing the Municipal Election Returns for the November 5, 2024 Municipal General and Special. Vote taken: All ayes. The City Council inquired into the amount of same day voter registrations and the amount of absentee/early ballots that occurred at this election compared to past elections. Assistant City Manager Oehlers, stated that at City Hall, for this election the City was substantially busier than AB/Early voting that has occurred at past elections. Oehlers stated she would email detailed statistics from past elections to the City Councilmembers. Councilmember Weaver inquired as to what would be the cause a ballot to be spoiled. Assistant City Manager Oehlers responded that ballots become spoiled for a variety of reason, with the most common reason being that a voter casted a vote for too many candidates for an office (considered an over-vote). ADJOURNMENT There being no further business to come before the Anoka City Council at this Special Meeting, Councilmember Wesp made a motion to adjourn the meeting, Councilmember Weaver seconded the motion.
