SPECIAL MEETING OF THE ANOKA CITY COUNCIL

JUNE 23, 2025
1. CALL TO ORDER
Mayor Skogquist called the special meeting of the City Council to order at 9:23 p.m.,
followed by the Pledge of Allegiance.
2. ROLL CALL
Present at roll call: Mayor Skogquist, Councilmembers Campbell, Rostad, Scott, and
Weaver.
Also present: City Manager Greg Lee; Assistant City Manager Amy Oehlers; Public
Works Director Mark Anderson; Police Chief Andy Youngquist; Senior Planner Clark
Palmer; and Electric Utility Director Del Vancura, City Attorney Scott Baumgartner.
Absent at roll call: None.
3. NEW BUSINESS
3.1a Consideration of Appointment to Housing and Redevelopment Authority.
Assistant City Manager Amy Oehlers shared a background report stating that at
the June 2 meeting, the Council accepted the resignation of Lori Manzoline from
the Housing and Redevelopment Authority. Staff shared the one application
received for the HRA which came from Ali Hani.
Mayor Skogquist stated that since this application for the HRA was just received
and didn’t include a phone number, there was not a lot of time to research the
applicant and suggested postponing action on the HRA appointment until a July
Council meeting.
Motion by Councilmember Rostad, seconded by Councilmember Scott, to
postpone consideration of appointment to the Housing and Redevelopment
Authority to the July 21, 2025 Council meeting.
Vote taken. All ayes. Motion carried.

3.1b Consideration of Appointment to Planning Commission.
Ms. Oehlers shared that Council had requested the application process be
reopened to receive more applications. The process resulted in two applications:
Joelle Alvord and Andrew Stockholm.
Motion by Councilmember Weaver to appoint Joelle Alvord to the Planning
Commission for a term to expire December 31, 2026.
The motion died for lack of a second.
Motion by Councilmember Rostad, seconded by Councilmember Scott, to appoint
Andrew Stockholm to the Planning Commission for a term to expire December
31, 2026.
Vote taken. Mayor Skogquist, Councilmembers Campbell, Rostad, and Scott
voted aye. Councilmember Weaver voted nay. Motion carried.
Ms. Alvord commented that Mr. Stockholm was Mayor Skogquist’s brother’s
neighbor.
3.2 Consideration of Issuance of a Temporary Liquor License for Anoka County
Agricultural Society for Anoka County Fair, July 22 through July 27, 2025.
Ms. Oehlers shared a background report stating that on the afternoon of
Wednesday, July 17, 2025, an application was dropped off for a Temporary
Liquor License from the Anoka County Agricultural Society, for them to sell
alcoholic beverages at the Anoka County Fair, July 22 through July 27, 2025.
This item was added to this Special Meeting agenda because we do not have a
Regular Meeting scheduled until July 21, 2025, which would not provide them
enough time to get the State’s approval of the license since the County Fair begins
on July 22nd. In the past, the Anoka Lions Club would pull the temporary license
for the County Fair, but the Anoka Lions Club has chosen not to pull the license
for the County Fair due to the number of licenses they pull for other events that
they conduct throughout the year. The Anoka Lions Club and the Anoka County
Agricultural Society have worked together to make this change. The necessary
background investigations have successfully taken place.
Motion by Councilmember Scott, seconded by Councilmember Campbell, to
approve issuance of a Temporary Liquor License for Anoka County Agricultural
Society for Anoka County Fair, July 22 through July 27, 2025.
Vote taken. All ayes. Motion carried.

Councilmember Scott made a motion to adjourn the Special Council meeting.
Councilmember Rostad seconded the motion.
Vote taken. All ayes. Motion carried.
