The Commission encourages community participation. The Ralph M. Brown Act guarantees the public's right to address the Commission, within the framework of Speaker Rules. Because agendas encompass many business items, Speaker Rules enable the meeting to be efficiently conducted and concluded at a reasonable hour. How to submit a Public Comment – Members of the public wishing to provide public comments, may do so one of the following ways: 1) Written Public Comment – Written comments may be submitted electronically to the City Clerk at the following email address: cityclerk@antiochca.gov, prior to 3:00 p.m. the day of the Commission Meeting. Please indicate the agenda item in your email subject line. Written public comments received before 3:00 p.m., the day of the meeting, will be provided to the Commissioners before the meeting. 2) In Person – Please fill out a Speaker Request Form, available near the entrance doors, and place it in the Speaker Card Tray near the City Clerk before the meeting begins. Speakers will be notified shortly before they are called to speak. When you are called to speak, please limit your comments to the time allotted (up to 3 minutes). If there are several speakers, the amount of time allotted may be modified at the Chairperson’s discretion. ON MOTION BY COMMISSIONER WILLIAMS, SECONDED BY CHAIRPERSON TAYLOR THE ANTIOCH POLICE OVERSIGHT COMMISSION UNANIMOUSLY SUSPENDED THE RULES AND MOVED NEW BUSINESS ITEMS #4-6 AND 4-7, TO BE HEARD AS THE NEXT ORDER OF BUSINESS. 4. On motion by Commissioner May, seconded by Commissioner Williams the Antioch Police Oversight Commission unanimously approved the Consent Calendar. 4-6. NOMINATION AND ELECTION OF A CHAIRPERSON OF THE ANTIOCH POLICE OVERSIGHT COMMISSION – Continued On motion by Commissioner Williams, seconded by Commissioner May the Antioch Police Oversight Commission unanimously elected Chairperson Taylor as the Chairperson of the Antioch Police Oversight Commission. 4-7. NOMINATION AND ELECTION OF A VICE CHAIRPERSON OF THE ANTIOCH POLICE OVERSIGHT COMMISSION On motion by Commissioner Lacey-Oha, seconded by Commissioner May the Antioch Police Oversight Commission unanimously elected Commissioner Williams as the Vice Chairperson of the Antioch Police Oversight Commission. ON MOTION BY COMMISSIONER LACEY-OHA, SECONDED BY COMMISSIONER WILLIAMS THE ANTIOCH POLICE OVERSIGHT COMMISSION UNANIMOUSLY SUSPENDED THE RULES AND MOVED NEW BUSINESS ITEM #4-4, TO BE HEARD AS THE NEXT ORDER OF BUSINESS. 4-4. COMMISSION DISCUSSION ITEM – THE NATIONAL ASSOCIATION FOR CIVILIAN OVERSIGHT OF LAW ENFORCEMENT (NACOLE) Commissioner Williams presented the staff report dated February 3, 2025, recommending that the Antioch Police Oversight Commission discuss and provide direction. The Commission received public comment from the following individual who spoke on NACOLE: Tamisha Torres-Walker Commissioner Lacey-Oha requested the Antioch Police Oversight Commission (APOC) receive Code of Ethics training as soon as possible. Chairperson Taylor agreed with Commissioner Lacey-Oha. ON MOTION BY CHAIRPERSON TAYLOR, SECONDED BY COMMISSIONER WILLIAMS THE ANTIOCH POLICE OVERSIGHT COMMISSION UNANIMOUSLY SUSPENDED THE RULES TO BRING AN EMERGENCY DISCUSSION ITEM TO THE AGENDA REGARDING Antioch Police Oversight Commission Regular Meeting February 3, 2025 Page 3 of 6 RACIAL SLURS MADE BY A COMMISSIONER AT THE JANUARY 17, 2025, CITY COUNCIL SPECIAL MEETING, AS THE NEXT ORDER OF BUSINESS. EMERGENCY DISCUSSION ITEM - RACIAL SLURS MADE BY A COMMISSIONER AT THE JANUARY 17, 2025, CITY COUNCIL SPECIAL MEETING Chairperson Taylor introduced the Emergency Discussion Item. The Commission received public comments from several unidentified individuals who spoke on the Emergency Agenda Item. The Commission received general public comment from the following individual: Alba Zendejas. Discussion ensued regarding the Emergency Agenda Item with the consensus of the APOC supporting etiquette training and rules of decorum to prevent future incidents and reinforce public conduct. Commissioner May explained her comments and noted her opening remarks cited scripture. She stated she took an Oath as a Commissioner to uphold the Ordinance and she would continue to do so. Commissioner Lacey-Oha requested staff bring etiquette training and rules of decorum back to the APOC as soon as possible. ON MOTION BY COMMISSIONER MAY, SECONDED BY CHAIRPERSON TAYLOR THE ANTIOCH POLICE OVERSIGHT COMMISSION UNANIMOUSLY SUSPENDED THE RULES AND MOVED ITEM #7, TO BE HEARD AS THE NEXT ORDER OF BUSINESS. Commissioner Williams left the dais at 7:34 P.M. and returned to the dais at 7:36 P.M. 7. UPCOMING/ FUTURE AGENDA ITEMS Discussion ensued regarding the APOC members’ priorities for future agenda items. Commissioner Lacey-Oha stated due to a prior engagement; she would be unable to attend the Community Forum for selection of the Police Chief on March 8, 2025. The Commission received general public comment from the following individual: Nichole Gardner. NEW BUSINESS – Continued 4-1 ACTING POLICE CHIEF JOSEPH VIGIL’S REPORT A. Staff Presentation/Update Acting Police Chief Vigil gave an update on current APD staffing. B. Public Comment The Commission received public comments from the following individuals who spoke on the on the staffing presentation: Tamisha Torres-Walker and Tachina Garrett C. Discussion and Direction Acting Police Chief Vigil provided responses to inquiries from the public regarding the presentation. Commissioner May thanked former Interim Police Chief Addington and Acting Police Chief Vigil for their professionalism. She also recognized newly hired Antioch Police Officers. 4-2. COMMISSION DISCUSSION ITEM – SELECTION OF THE SCHEDULED ANTIOCH POLICE OVERSIGHT COMMISSION MEETING DATE WHICH FALLS ON PRESIDENT’S DAY HOLIDAY – FEBRUARY 17, 2025 Following discussion, Commission consensus supported canceling the February 17, 2025, APOC meeting due to the President’s Day Holiday. On motion by Commissioner Hadden, seconded by Chairperson Taylor the Antioch Police Oversight Commission unanimously canceled the February 17, 2025, Antioch Police Oversight Commission meeting. The next regular scheduled meeting is on March 3, 2025. 4-3. COMMISSION DISCUSSION ITEM – ANNUAL REPORT TO COUNCIL Commissioner Williams reported the annual report was read at a previous APOC meeting and could be found on the City’s website. Commissioner Lacey-Oha thanked Chairperson Taylor and Commissioner Williams for considering her requested edits and drafting the report for Council. Antioch Police Oversight Commission Regular Meeting February 3, 2025 Page 5 of 6 Public comment submitted in writing was entered into the record from the following individual: Moxi Burner On motion by Commissioner May, seconded by Commissioner Lacey-Oha the Antioch Police Oversight Commission unanimously approved the Final Annual Report to the Antioch City Council. 4-5. COMMISSION DISCUSSION ITEM – RESTRUCTURING OF AD HOC COMMITTEES AND MEMBERSHIP 1) Policy Ad Hoc Committee 2) Use of Force Ad Hoc Committee 3) Complaints, Internal Affairs, and Hiring Process Ad Hoc Committee 4) Budget Ad Hoc Committee 5) Community Engagement Ad Hoc Committee Chairperson Taylor suggested the APOC consider consolidating the Policy Ad Hoc Committee and Use of Force Ad Hoc Committees. Commissioner Williams reported on meetings he attended with Chairperson Taylor and the Antioch Police Department (APD) to review APD policies. City Manager Scott suggested consolidating the Policy, Use of Force, Complaints, Internal Affairs and Hiring Process Ad Hoc Committees since they all fall under police practices. She noted there would be a strategic plan for the entire Commission and each committee would have a workplan that would come to the Commission for consideration. On motion by Chairperson Taylor, seconded by Commissioner Williams the Antioch Police Oversight Commission directed staff to restructure Ad Hoc Committees combining the Policy, Use of Force and Complaints, Internal Affairs, and Hiring Process Ad Hoc Committees and leaving the Budget and Community Engagement Ad Hoc Committees separate. The motion carried the following vote: Ayes: Taylor, Williams, May, Lacey-Oha Abstain: Hadden 5. PUBLIC COMMENTS The Commission received general public comments from several individuals including: Mayra, Erika Raulston, Tamisha Torres-Walker, Tachina Garrett, Eddie Gums, Frank Sterling and Teki Flow. Assistant City Attorney Kundinger responding to a public comment clarified that the DOJ would not be involved in the hiring of the Police Chief; however, their agreement stated that they would be involved in the selection of a monitor. 6. AD HOC COMMITTEE REPORT OUT – None Antioch Police Oversight Commission Regular Meeting February 3, 2025 Page 6 of 6 8. ANTIOCH POLICE OVERSIGHT COMMISSIONER REPORT OUT Commissioner Williams announced that he, along with Chairperson Taylor organized a March in recognition of Dr. Martin Luther King Day on January 20, 2025 in Antioch. He reported on his attendance at a rally for protections for immigrants on March 31, 2025. He thanked the APD for issuing a statement indicating that they would not participate in any ICE raids and urged the Sheriff’s Department to do the same. He announced Listening Sessions would be held to discuss the African American Wellness Hub on February 11, 12, and 13, 2025 and Lift Up Contra Costa would be hosting a Ready Rep Summit on February 22, 2025. Commissioner Lacey-Oha announced she was elected the NAACP Second Vice President, and she was involved in the Education Committee. She reported members of the NAACP and Assemblywoman Wilson would be attending a tour of a local School District on February 21, 2025, and they were working to pass an Anti-Racism Act. Chairperson Taylor thanked everyone who expressed their condolences and attended her brother’s memorial service. She recognized the Commission for working collaboratively to address issues and wished the community a happy Black History Month. 9. STAFF COMMUNICATIONS City Manager Scott thanked everyone for their support and condolences after the passing of her sister. 10. NEXT MEETING DATE Chairperson Taylor announced the next APOC meeting would be held at 6:30 P.M. on March 3, 2025. 11. ADJOURNMENT On motion by Commissioner May, seconded by Commissioner Hadden the Antioch Police Oversight Commission unanimously adjourned at 8:39 P.M.
