Notice of Opportunity to Address Standing Committee
The public has the opportunity to address the Committee on each agenda item. Comments
regarding matters not on this Agenda may be addressed during the "Public Comments"
section.
Pursuant to the Americans with Disability Act, persons with a disability who require a disability
related modification or accommodation in order to participate in a meeting, including auxiliary
aides or services, may request such modification or accommodation from the Superintendent’s
Office at (925) 779-7500 ext. 51000 or FAX (925) 779-7509. A notification of 48 hours prior
to the meeting will enable the district staff to make reasonable arrangements to assure

1. Opening Items
a. Roll Call
The meeting was called to order at 5:32 PM.
Committee Members Present: Mary Rocha, AUSD Trustee, Dr. Clyde Lewis, AUSD
Trustee and Council Member Lori Ogorchock.
Council Member Tamisha Torres-Walker joined the meeting at 5:34 PM.
Staff Present: Associate Superintendent Christine Ibarra, City Manager Ron
Bernal and Assistant City Manager Rosanna Bayon Moore.
b. Pledge of Allegiance
2. Consent Items
a. Standing Committee Minutes of June 24, 2021 approved.
m/s/c: MR, LO 3-0 with TTW absent
3. Discussion and Potential Action Items – Items were acted upon by way of consensus
a. Standing Committee Purpose, Norms and Shared Agenda Setting
Purpose:
• To collaborate as a City and School District on challenges and opportunities
that impact our shared community, developing joint recommendations for
respective elected bodies to consider for potential action.
Norms:
• Each organization will share information and data when possible.
• Common courtesy will be observed.
• Recognizing time is precious, the committee will not meet if there is no
need to meet.
Agenda Setting:
• The next agenda will be set at the prior meeting.
• Urgency will be the only reason for adding an item not otherwise
identified.
• The agenda will be organized as old business and new business.

b. Naming of Chair and Co-Chair
The roles of Facilitator and Co-Facilitor will be assigned and rotated for each
meeting as one Council Member and one Trustee. The Facilitator shall have
timekeeper responsibilities.
The following sequence shall be observed beginning with the next meeting in
October 2021:

c. Standing Committee Meeting Schedule
The committee will meet monthly for the first 6 months and bi-monthly thereafter
for a period of 1 hour. The meetings will be scheduled on the 4th Thursday of the
month at 5:30PM with the exceptions of October 21st and November 4th as
meeting dates.
d. Virtual vs. In Person Meeting Format, Rotation of Host Agency and Host Location
The committee will meet in person at AUSD through November 2021 until City
Hall renovations are completed. Thereafter, the committee will meet at the
Antioch City Council Chambers in a 6 month rotation.
e. Protocols for Future Preparation of Agendas and Minutes
Responsibility for preparation of the agenda and minutes will be rotated every 6
months.
