Roll Call The meeting was called to order at 5:30 PM. Committee Members Present: AUSD Vice President Clyde Lewis, Councilmember Lori Ogorchock, AUSD Trustee Mary Rocha. Committee Members Absent: Councilmember Tamisha Torres-Walker. Staff Present: City Manager Ron Bernal, Superintendent Stephanie Anello, Assistant City Manager Rosanna Bayon Moore, Interim Chief of Police Tony Morefield, AUSD Senior Executive Assistant Kellie Cavallaro. b. Flag Salute B. Consent Items a. Approve Standing Committee Minutes of October 21, 2021 Motion: Approve the Standing Committee Minutes of October 21, 2021. Motion by Councilmember Ogorchock; seconded by Trustee Rocha. Motion carried 3-0. C. Old Business a. Crossing Guards i. Discussion on Shared Cost of Current Crossing Guards The committee reviewed information regarding AUSD’s current contract with All City Management Crossing Guards. The 2021-2022 agreement provides crossing guards at 21 locations at a cost of $245,139.84. Councilmember Ogorchock said that she and other councilmembers have received emails from community members stating that the cost of crossing guards should be paid by the City. Superintendent Anello provided some history on the funding of AUSD crossing guards. Until 1994, the City paid for and maintained a contract to provide crossing guards at AUSD schools. In 1994, the City could no longer cover the full cost of the program so AUSD began contributing towards it. Eventually, AUSD assumed full responsibility for the contact and the funding for crossing guard services. Superintendent Anello reminded the committee that AUSD is not able to levy  fines, but the City is able to and those fines can be used to fund crossing guards. There was consensus by the committee to recommend to the City Council that AUSD and the City share the costs of crossing guards 50/50 for now and revisit the matter annually. Motion: Recommend to City Council that the City pay 50% of the costs of crossing guards. Motion by Councilmember Ogorchock; seconded by Trustee Rocha. Motion carried 3-0. ii. List of Crossing Guard Locations The committee reviewed the list of crossing guard locations for the 2021-2022 school year. Councilmember Ogorchock stated that other locations should be considered as Principal Sylvia Ramirez expressed concerns regarding speeding cars near Fremont Elementary School. D. New Business a. Possible Education Opportunities AUSD/APD Interim Chief Morefield stated that he is looking forward to opportunities for APD to engage with AUSD students and staff in a positive manner. He met with Superintendent Anello and some of the educational training opportunities they discussed included new legislation, the rights of students, the rights of staff, limitations of police officers, and safety. He stated that he was unable to find the “Know Your Rights” training that was mentioned at a previous committee meeting, but he will reach out to Deputy District Attorney Dana Filkowski. Vice President Lewis stated that he would like to work with Chief Morefield on the training curriculum. Superintendent Anello suggested including two secondary principals. She also stated that in addition to “Knowing Your Rights,” the curriculum should include “Know Your Responsibilities.” Interim Chief Morefield spoke on some of the limitations officers face: • There is a misperception on why officers don’t interview students. Due to recent changes in the law, officers can no longer interview students without an attorney present. • The juvenile justice system is undergoing extreme changes. Frequently, Juvenile Hall won’t accept students due to legislative changes so oftentimes the only option is to cite and release the student. Interim Chief Morefield stated that he will continue to work with AUSD staff and will report back to the AUSD/City Standing Committee when he has more information to share. E.
