APPROVAL OF THE LEVY OF SPECIAL ASSESSMENTS ON CERTAIN PROPERTIES FOR UNPAID ADMINISTRATIVE CITATIONS & ABATEMENTS FOR THE MONTHS OF OCTOBER AND NOVEMBER 2015 Recommendation: The Board of Administrative Appeals shall confirm each assessment and the amount thereof, as proposed or as corrected and modified, and order it assessed against the property. The Board shall also direct that the same be recorded with the Contra Costa County Recorder’s Office and thereafter the assessment shall constitute a special assessment and lien against the property. Council Chambers Chairperson Simpson called the meeting to order at 3:01 P.M. on Thursday, January 7, 2016 in the Council Chambers. ROLL CALL: Present: Board Members Schneider, Rouse, Adeyemi and Chairperson Simpson Absent: Board Members Schleder, Busenbarrick Staff Present: City Clerk, Arne Simonsen Administrative Services Director, Nickie Mastay Code Enforcement Assistant, Denise Skaggs Minutes Clerk, Kitty Eiden PLEDGE OF ALLEGIANCE Chairperson Simpson led the board, staff and public in the Pledge of Allegiance. 1. CONSENT CALENDAR A. APPROVAL OF ADMINISTRATIVE APPEALS MEETING MINUTES FOR DECEMBER 3, 2015 On motion by Board Member Schneider, seconded by Board Member Adeyemi, the Board of Administrative Appeals unanimously approved the Minutes for December 3, 2015. B. APPROVAL OF THE LEVY OF SPECIAL ASSESSMENTS ON CERTAIN PROPERTIES FOR UNPAID ADMINISTRATIVE CITATIONS & ABATEMENTS FOR THE MONTH OF OCTOBER 2015 On motion by Board Member Schneider, seconded by Board Member Adeyemi, the Board of Administrative Appeals unanimously confirmed each assessment and the amount thereof, as proposed or as corrected and modified, and ordered it assessed against the property. The Board also directed that the same be recorded with the Contra Costa County Recorder’s Office and thereafter the assessment shall constitute a special assessment and lien against the property. 1A 02-04-16 BOARD OF ADMINISTRATIVE APPEALS Regular Meeting January 7, 2016 Page 2 of 2 PUBLIC COMMENTS - None WRITTEN/ORAL COMMUNICATIONS – None City Clerk Simonsen announced Board of Administrative Appeals appointments expired March 2016 and he encouraged Board Members to re-apply, as soon as possible. He informed the Board that he would be submitting a request for an ordinance revision to eliminate expiration dates for Board Member appointments. He noted he would be sending out Fair Political Practices Commission (FPPC) 700 forms to Board Members via email which would be due back by April 1, 2016; however, he requested they be submitted to the City, as soon as possible. Administrative Services Director Mastay introduced herself to Board members. ADJOURNMENT Chairperson Simpson adjourned the Administrative Board of Appeals meeting at 3:06 P.M. to the next regularly scheduled meeting on February 4, 2016.
