The Board shall also direct that the same be recorded with the Contra Costa County Recorder’s Office and thereafter the assessment shall constitute a special assessment and lien against the property. Council Chambers Chairperson Simpson called the meeting to order at 3:05 P.M. on Thursday, June 2, 2016 in the Council Chambers. CONSENT CALENDAR A. APPROVAL OF ADMINISTRATIVE APPEALS MEETING MINUTES FOR MAY 5, 2016 On motion by Board Member Gonsalves, seconded by Board Member Adeyemi, the Board of Administrative Appeals approved the Minutes for May 5, 2016. The motion carried the following vote: Ayes: Adeyemi, Gonsalves, Simpson Absent: Schleder, Rouse B. APPROVAL OF THE LEVY OF SPECIAL ASSESSMENTS ON CERTAIN PROPERTIES FOR UNPAID ADMINISTRATIVE CITATIONS & ABATEMENTS FOR THE MONTH OF MARCH 2016 In response to Chairperson Simpson, Interim Code Enforcement Manager Aguirre explained the manner in which citation and assessment amounts were determined. In addition, he noted Code Enforcement attempted to make contact and encourage property owners to bring their property into compliance prior to issuing a citation. He further noted residents were also provided a sufficient amount of time to appeal citations and assessments. 1A 07-07-16 BOARD OF ADMINISTRATIVE APPEALS Regular Meeting June 2, 2016 Page 2 of 2 Code Enforcement Assistant Skaggs speaking to a citation and abatement AR-145342, noted it was issued on March 28, 2016 for junk, rubbish and weeds in the amount of $2,000.00 plus a late charge of $200.00 and a reinspection fee of $150.00. On motion by Board Member Gonsalves, seconded by Board Member Adeyemi, the Board of Administrative Appeals members confirmed each assessment and the amount thereof, as proposed or as corrected and modified, and ordered it assessed against the property. The Board also directed that the same be recorded with the Contra Costa County Recorder’s Office and thereafter the assessment shall constitute a special assessment and lien against the property. FISCAL IMPACT The action will enable !he City of Antioch to collect outstanding receivables against properties for !he months of April & May, 2016, in the amount of $30,295.30 BACKGROUND INFORMATION Pursuant to Antioch Municipal Code §1-5.09 !he City may collect any past due Administrative Citation fines, Abatements or late payment charges by use of special assessment liens and all action for recovery of money. A Notice of lntent to Record Lien was sen! to each property owner who is entitled to notice reflecting the property address directly connected to conditions or activities on !he subject real property, assessors parce! number, !he municipal code violation, administrative citation fine and copy of the administrative citations.
