B. CODE ENFORCEMENT – APPROVAL OF THE LEVY OF SPECIAL
ASSESSMENTS ON CERTAIN PROPERTIES FOR UNPAID ADMINISTRATIVE
CITATIONS AND LIEN PROCESSING FEES FOR THE MONTHS OF JANUARY,
FEBRUARY, MARCH, AND APRIL 2020
Recommendation: The Board of Administrative Appeals shall confirm each
assessment and the amount thereof, as proposed or as
corrected and modified, and order it assessed against
the property. The Board shall also direct that the same
be recorded with the Contra Costa County Recorder’s
Office and thereafter the assessment shall constitute a
special assessment and lien against the property.
WRITTEN/ORAL COMMUNICATIONS
MOTION TO ADJOURN: After Written/Oral Communications, the Chairperson/Vice
Chairperson will make a motion to adjourn the meeting. A
second of the motion is required, and then a majority vote is
required to adjourn the meeting.

NOTICE OF OPPORTUNITY TO ADDRESS THE BOARD
The public has the opportunity to address the Board on each agenda item. Comments will be
read into the record by staff (not to exceed three minutes at staff’s cadence) when the Chair/Vice
Chairperson of the Board opens the public comment period for the relevant agenda item.
Comments regarding matters not on this Agenda may be addressed during the "Public
Comments" section on the agenda. No one may speak more than once on an agenda item or
during “Public Comments”.
There are two ways to submit public comments to the Board of Administrative Appeals:
▪ Prior to 1:00 p.m. the day of the meeting: Written comments may be submitted electronically

Chairperson Simpson called the meeting to order at 3:00 P.M. on Thursday, March 5, 2020
in the Prewett Park Community Center.

PLEDGE OF ALLEGIANCE
Chairperson Simpson led the board and staff in the Pledge of Allegiance.
Chairperson Simpson turned the meeting over to Board Member Goodbeer to serve as
Acting Chair for the meeting.

A. APPROVAL OF ADMINISTRATIVE APPEALS MINUTES FOR FEBRUARY 6,
2020
On motion by Board Member Livingston, seconded by Chairperson Simpson the Board
of Administrative Appeals members present unanimously approved the Minutes for
February 6, 2020. The motion carried the following vote:
Ayes: Webster, Goodbeer, Livingston and Simpson Absent: Adeyemi
B. CODE ENFORCEMENT APPROVAL OF THE LEVY OF SPECIAL
ASSESSMENTS ON CERTAIN PROPERTIES FOR UNPAID ADMINISTRATIVE
CITATIONS & ABATEMENTS FOR THE MONTH OF DECEMBER 2019.

In response to Acting Chairperson Goodbeer, Associate Community Development
Technician David confirmed that there were no amendments or changes to the amount
of citations and abatements for the month of December 2019.
On motion by Board Member Webster, seconded by Chairperson Simpson, the Board of
Administrative Appeals members present unanimously confirmed each assessment and
the amount thereof, as proposed or as corrected and modified, and order it assessed
against the property for the unpaid citations and abatements in the amount of $8212.00
and lien processing fees in the amount of $4,750.00. The Board also directed that the
same be recorded with the Contra Costa County Recorder’s Office. The motion carried
the following vote:
Ayes: Webster, Goodbeer, Livingston and Simpson Absent: Adeyemi
PUBLIC COMMENTS – None
WRITTEN/ORAL COMMUNICATIONS – None
City Clerk Simonsen reminded Board Members that their terms expired and Chairperson
Simpson would be termed out; however, she would remain on the board until replacement
was appointed. He announced that applications were provided for anyone wishing to
reapply. He also noted if Board Members were aware of any resident of Antioch who was
interested in serving, applications would be available online at the City’s website, and at
the City Clerk’s and Deputy City Clerks offices. Applications were due no later than 5:00
P.M. on March 13, 2020.
ADJOURNMENT
On motion by Board Member Webster, seconded by Board Member Livingston the Board
of Administrative Appeals members present unanimously adjourned the meeting at 3:06
P.M. The motion carried the following vote:
