Council Chambers The meeting was called to order at 6:00 P.M. by Chairperson Ho. ROLL CALL Present: Committee Members Adebayo, Chappel, Garrow, Herendeen, Sbranti and Chairperson Ho Absent: Committee Member Walker Staff: Steve Duran, City Manager Dawn Merchant, Finance Director Kitty Eiden, Minutes Clerk T PLEDGE OF ALLEGIANCE AF Chairperson Ho led the audience in the Pledge of Allegiance. PUBLIC COMMENTS D Karl Dietzel, Antioch resident, expressed concern that when Measure C passed the community was promised the City would hire twenty-two (22) police officers immediately however after 1.5 years the City had only hired ten (10). He questioned what was being R done to hire the dditio ITEMS additional twelve (12) officers. 1. Minutes from September 25, 2014 meeting On motion by Committee Member Chappel, seconded by Committee Member Herendeen the Sales Tax Citizens’ Oversight Committee members present unanimously approved the minutes of September 25, 2014 as presented. The motion carried the following vote: Ayes: Ho, Adebayo, Chappel, Garrow, Herendeen, Sbranti Absent: Walker 2. Measure C Financial Information Finance Director Merchant presented the staff report dated January 20, 2015 recommending the Sales Tax Oversight Committee receive and file written report. In SALES TAX CITIZENS’ OVERSIGHT COMMITTEE Regular Meeting February 5, 2015 Page 2 of 4 response to Committee Members, City Manager Duran explained that the goal set with the budget passing in June of 2014 was to staff ninety seven (97) sworn officers; however the City had not achieved that goal due to attrition. He noted that goal was adjusted to one-hundred two (102) with the COPS grant. He explained staff’s strategy was to hire as many qualified officers, as quickly as possible, to achieve the goals the budget supports. Committee Member Adebayo suggested Chief Cantando provide an explanation as to why hiring had not occurred to staff all the positions. He doesn’t want to come back and have the same head count of 89 reported. On motion by Committee Member Herendeen, seconded by Committee Member Adebayo the Sales Tax Citizens’ Oversight Committee members present unanimously received and filed the report. The motion carried the following vote: Ayes: Ho, Adebayo, Chappel, Garrow, Herendeen, Sbranti Absent: Walker 3. T Police Department Update on Budget and Staffing AF In addition to the staff report, City Manager Duran reported staff had received permission from the City Council to revise legacy hiring in order to compete in the marketplace. He stated anyone with further questions could email them directly to Chief Cantando. He also requested those emails also be sent to Finance Director Merchant and himself. D Following discussion, the Chairperson Ho stated in the future the committee would like to hear a strategy for the City to be more competitive in the hiring process. Comprehensive Annual Financial Report for the Fiscal Year Ended June 30, 2014 Finance Director Merchant presented the staff report dated January 13, 2015 recommending the Sales Tax Oversight Committee receive and file the report. On motion by Committee Member Adebayo, seconded by Committee Member Herendeen the Sales Tax Citizens’ Oversight Committee members present unanimously received and filed the report. The motion carried the following vote: Ayes: Ho, Adebayo, Chappel, Garrow, Herendeen, Sbranti Absent: Walker SALES TAX CITIZENS’ OVERSIGHT COMMITTEE Regular Meeting February 5, 2015 Page 3 of 4 5. Annual Report from Sales Tax Citizens’ Oversight Committee to the Antioch City Council Committee Member Garrow suggested the report from the Sales Tax Citizens’ Oversight Committee to Council include a spread sheet of Police Department hiring expenses. Committee Member Chappel suggested the report include input from Chief Cantando regarding data available from the Police Department. Committee Member Sbranti suggested the report include the committees frustration that Measure C monies were not segregated out of the Police Department budget. Following discussion the Sales Tax Oversight Citizens’ Committee members agreed the committee would provide the City Council with a written report that included information T from the June 2014 audit and a supplemental report with information available since the audit through December 31, 2014. They agreed to form an adhoc committee consisting of Committee Members Sbranti, Garrow and Adebayo to develop a draft report to bring AF back to the Sales Tax Citizens’ Oversight Committee for approval at 6:00 P.M. on March 12, 2015. The Committee would then provide the final report to City Council at the March 24, 2015 City Council meeting. Chairperson Ho stated he would check with the Antioch Police Department regarding the availability of the Police Department Community room for the March 12, 2015 meeting. D Finance Director Merchant requested Chairperson Ho inform her when the location was R confirmed so the meeting could be noticed properly. She stated she would reserve the conference room at the finance department for the adhoc committee, once she was informed of the date they were meeting. March 5, 2015 was agreed as the date of the adhoc committee meeting. Chairperson Ho announced Public Comments would be heard as the next item of business. PUBLIC COMMENTS Nancy Fernandez, Antioch resident, expressed concern that the Sales Tax Citizens’ Oversight Committee did not stay on topic this evening and urged them to stay focused on Measure C. Karl Dietzel, Antioch resident, urged the Committee to keep things transparent and recorded or in written form. He expressed concern that with the passage of Measure C SALES TAX CITIZENS’ OVERSIGHT COMMITTEE Regular Meeting February 5, 2015 Page 4 of 4 the community was promised twenty-two (22) officers immediately and only ten (10) had been hired. He felt hiring the remaining officers was of the utmost importance. 6. Future Meeting Date and Request for Additional Information, if any, and Items to be Discussed at Next Meeting Committee Member Sbranti requested Finance Director Merchant continue to send him the monthly figures of expenditures. Following discussion the Sales Tax Citizens’ Oversight Committee agreed to meet on March 12, 2014 at 6:00 P.M. and agenda items would include the following: ¾ Crime Statistics Report presented to City Council on January 27, 2015 ¾ Approval of the Draft Report to Council WRITTEN/ORAL COMMUNICATIONS T Committee Member Garrow read from the resolution establishing the committee and suggested the purpose of the committee be placed on future agendas. ADJOURNMENT AF On motion by Committee Member Chappel, seconded by Committee Member Sbranti the Sales Tax Citizens’ Oversight Committee meeting was adjourned at 7:34 P.M.
