A. CALL TO ORDER
Mayor Wilson called the meeting to order at 7:00 p.m.
B. INVOCATION AND PLEDGE OF ALLEGIANCE
Vice Mayor Schroeder gave the invocation and Councilmember Heck led the meeting attendees in
the Pledge of Allegiance.

1. 25-061 Consideration of acceptance of agenda.
2. 25-062 Consideration of approval of minutes of the regular meeting of April 1,
2025.
3. 25-155 Consideration of approval of a Replat of Blossom Rock Phase 1 to divide
Parcel 10 into two parcels zoned Master Planned Community (MPC).
E. AWARDS, PRESENTATIONS AND PROCLAMATIONS
4. 25-139 Presentation of 25-Year Service Award to Matthew McNulty.
Director of Marketing and Communications Kayla Fulmer recognized Matthew McNulty's 25
years of service with words of appreciation, and a list of his professional accomplishments. She
also spoke of his family history working with the City. City Manager Bryant Powell addressed
Mr. McNulty with a certificate and service award. He shared several photos and highlighted
some of the larger projects that Mr. McNulty has contributed to over the years.
Mr. McNulty introduced his family and friends that were in attendance and thanked everyone
for the recognition.
5. 25-130 Proclamation designating April 25, 2025, as "National Arbor Day."
Mayor Wilson read the Proclamation designating April 25, 2025, as "National Arbor Day."
Parks and Recreation Director Liz Langenbach, and Recreation Coordinators, Jared Grimm
and Elliott Anuta accepted the proclamation. Ms. Langenbach thanked the Mayor and Council
and shared several activities the department has done this month to celebrate Earth day. She
also stated Mr. Anuta and Park Maintenance Supervisor Shauna Hash will represent the City at
the State Capital this week to receive the second year designation as a Tree City USA
member. She listed projects that the Parks and Recreation department has participated in with
the SRP Right Tree Right Place Program.
6. 25-150 Proclamation designating the week of April 21st - 28th, 2025 as "International
Dark Sky Week."
Mayor Wilson read the Proclamation designating the week of April 21st - 28th, 2025, as
"International Dark Sky Week." Senior Planner Kelsey Schattnik and Parks and Recreation
Director Liz Langenbach accepted the proclamation. Ms. Schattnik thanked the Mayor and
Council for their support of the City's dark sky efforts. She gave a brief update on the
application process.
Councilmember Cross recognized Vice Mayor Schroeder for starting the process on this
initiative.

F. REGIONAL INTERGOVERNMENTAL UPDATES
7. 25-063 Brief summary of intergovernmental updates from mayor and
councilmembers.
Councilmember Cross announced that he was recently appointed to serve on the board for the
East Valley Partnership. He spoke about the meeting he attended which focused on data
centers and changing technology. Mr. Cross also attended a monthly Pinal County breakfast
where a topic of discussion included the need to power these data centers.
Councilmember Heck shared the final attendance numbers for the Lost Dutchman Days event,
the total amount of money raised and highlighted the organizations that helped make it a
success. He thanked all the volunteers and everyone who attended.
Mayor Wilson attended the Battles of the Badges which is the annual baseball game between
the Apache Junction Police Department and the Superstition Fire and Medical teams. He also
attended the Police Department Annual Awards Ceremony.
Mayor Wilson toured the new LG facilities in Queen Creek and shared that the job training will
be held at Central Arizona College, Superstition Mountain campus.
G. CITY MANAGER'S REPORT
8. 25-064 City Manager's Report
City Manager Bryant Powell shared photos from the Police Department Annual Awards
Ceremony, highlighted the importance of their families and announced the 2024 Officer of the
Year was Detective Dylan Kennard. He thanked the Police Department for all their hard work.
9. 25-065 Announcement of Current Events.
Management Analyst Eli Richardson shared upcoming events:
- Easter Egg Hunt on Saturday, April 19, 2025, 8:00 a.m. - 12:00 p.m. at Prospector Park
Softball Complex, 3015 N. Idaho Road, Apache Junction.
- April Pools Day on Saturday April 26, 2025, 10:00 a.m. - 12:00 p.m. at 1091 W. Southern
Ave, Apache Junction.
- 2025 Building Expo on Saturday May 3, 2025, 8:30 a.m. - 12:30 p.m. at Apache Junction
Rodeo Grounds, 1590 E. Lost Dutchman Blvd, Apache Junction.
Mayor Wilson commented on the success of last year's Building Expo and how much fun the
kids had.

L. SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES
10. 25-149 Selection of dates, times and location for budget work sessions, public
hearings, and adoption of tentative and final budget for Fiscal Year
2025-2026.
Councilmember Cross moved, seconded by Councilmember Nesser that a budget work session
be held at 7:00 PM on Monday, May 5, 2025, in the city council chambers; and
That a Public Hearing and adoption of the Tentative Budget be held at a special city council
meeting, as required by state law, at 7:00 pm on Monday, May 19, 2025, in the city council
chambers; and
That a Public Hearing and adoption of the Final Budget be held at a special city council meeting,
as required by law, at 7:00 PM on Monday, June 16, 2025, in the city council chambers, located at
300 E Superstition Boulevard.

M. CALL TO PUBLIC
Nancy Andruschak, 925 N. Plaza Drive #19, Apache Junction, shared her concern for
affordable housing for lower income families and seniors.
Donna Carr, 2178 W. Virginia St, Apache Junction, stated she does not agree with tearing
down the Animal Shelter and building a new one.
Lori Medina, 1821 S. Pino Circle, Apache Junction, spoke about her non-profit and her support
to change the City Code regarding fortune telling businesses.
Councilmembers asked City Staff to review the building permit policy regarding low-income
housing.

The council may, at this time, take single action on any or all items listed as consent agenda items.
These may include, but are not limited to, acceptance of agenda, acceptance of minutes, appointments,
acceptance of resignations and adoption of certain resolutions and other items which do not require a
public hearing. The consent agenda is a timesaving device of which the mayor and city council is to
receive documentation on these items from the city manager for their review prior to the meeting. Any
member of the council may remove any item from the consent agenda for discussion and cause a
separate vote on the matter later in the agenda.

The mayor or any member of council may at this time present a brief summary of any regional
intergovernmental updates. However, no discussion shall take place on such items except for clarifying
comments related to substance, time and location.

G. CITY MANAGER'S REPORT
The city manager, members of city staff or those individuals designated by the manager may present
information pertinent to items under consideration or information related to the operation of the city. There
shall however be no discussion at this time except for clarification inquiries.

H. PUBLIC HEARINGS
Public hearings required by applicable law shall be conducted by the council and any person shall be
given the opportunity to speak. All remarks shall be addressed to the council as a whole and not to any
member thereof. Such remarks shall be limited to five (5) minutes unless additional time is granted by
the mayor. This time limitation shall not apply to applicants and their agents appearing before the council.
I. OLD BUSINESS
The council shall consider any business that has been previously considered and which is still unfinished
to include those items previously postponed or tabled. No member of the public shall be permitted to
speak on these items unless invited to do so by the mayor after first submitting a written
request-to-speak form with the city clerk.

K. COUNCIL DIRECTION TO STAFF

M. CALL TO PUBLIC
At this time the public has the privilege to address the council with requests, communications, comments
or suggestions relating to city business. All speakers must have already submitted a written “Request to
Speak” form to the city clerk no later than the conclusion of the city manager’s report portion of the
agenda. If there is a group speaking on the same item, they should select a spokesperson. All such
remarks shall be addressed to the council as a whole and not to any member thereof. The mayor is
authorized to ask a speaker to stop speaking and leave the podium or to adjourn the meeting if anyone
becomes disorderly, uncivil, makes personal attacks or continues to speak about items that are not
within the jurisdiction of the city after being warned such issues are beyond the jurisdiction of the city to
act. The council may not answer questions of the speaker, discuss the matter with one another, but may,
at the conclusion: 1) respond to criticism by a speaker; 2) ask the city manager to review a matter; 3)
ask the city manager to place the matter on a future agenda. Each speaker must approach the podium,
speak into the microphone, provide their name and address. There is a three (3) minute time limit per
speaker.
N. ADJOURNMENT

Thursday from 7:00a-6:00p, excluding holidays.
