D. PUBLIC HEARING 2. 16-228 Consideration of proposed Resolution No. 16-11, adoption of tentative budget for Fiscal Year 2016-2017 and giving notice of the time and place for hearing taxpayers for adoption of final budget. This resolution adopts the tentative budget for Fiscal Year 2016-2017 and sets the date, time and location for a public hearing on final budget adoption and declares an emergency. E.
