CALL TO ORDER The special meeting of the City Council of the City of Apache Junction, Arizona, was held on June 20, 2015, at the Apache Junction City Council Chambers pursuant to the notice required by law. Mayor Insalaco called the meeting to order at 7:00 p.m. ROLL CALL Present 7- Mayor Insalaco Vice Mayor Barker Councilmember Evans Council Member Rizzi Councilmember Serdy Councilmember Waldron Councilmember Wilson Councilmember Waldron appeared telephonically. Staff Present: City Manager Bryant Powell Assistant City Manager Matt Busby City Clerk Kathleen Connelly City Attorney Joel Stern Public Works Director Giao Pham Library Director Spencer Paden Finance Director Donna Meinerts Development Services Director Larry Kirch Human Resources Director Liz Riley Others Present: Presiding Magistrate James Hazel Captain Troy Mullender Economic Develoment Administrator Janine Solley Grants Administrator Heather Patel Project Engineer Raquel Schatz City of Apache Junction, Arizona Page 1 Special Meeting of the Apache Meeting Minutes June 20, 2016 Junction City Council AGENDA ITEMS PUBLIC HEARING 1. 16-274 Consideration of Resolution No. 16-12, fully adopting estimates of expenditures by the City of Apache Junction for fiscal year beginning July 1, 2016 and ending June 30, 2017; declaring establishment of the budget for the City of Apache Junction for Fiscal Year 2016-2017; and declaring an emergency. Yes 7- Mayor Insalaco,Vice Mayor Barker,Councilmember Evans,Council Member Rizzi,Councilmember Serdy,Councilmember Waldron andCouncilmember Wilson No 0 City Clerk Kathleen Connelly briefed the council on the item. City Manager Bryant Powell stated it mentions in state law that they cannot increase expenditure but they can decrease it. He thanked the finance director and Matt for the great work they did as the core team and the department directors for their work in assisting in balancing the budget, revenues to expenditures, as it relates to their budgeted and desired priorities. They look forward to continue working on efforts to increase the revenue base as we maintain the expenditures in a concerted effort. They have had several work sessions and this is the third public hearing. Vice Mayor Barker commented good job. Mayor Insalaco commented excellent job. He closed the discussion and called for a motion. City Clerk Kathleen Connelly stated this is a public hearing. Mayor Insalaco opened the public hearing on the item. There being no one wishing to speak, he closed the public hearing and called for a motion. Vice Mayor Barker MOVED THAT RESOLUTION NO. 16- 12, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, FULLY ADOPTING ESTIMATES OF EXPENDITURES BY THE CITY OF APACHE JUNCTION FOR THE FISCAL YEAR BEGINNING JULY 1, 2016, AND ENDING JUNE 30, 2017; DECLARING ESTABLISHMENT OF THE BUDGET FOR THE CITY OF APACHE JUNCTION FOR FISCAL YEAR 2016-2017; AND DECLARING AN EMERGENCY, BE APPROVED.
