Mayor Serdy called the meeting to order at 7:00 p.m. B. AGENDA ITEMS 1. 17-176 Consideration of Resolution No. 17-11, declaring as a public record and adopting certain documents filed with the city clerk entitled "City of Apache Junction Classification Plan for Fiscal Year 2017-2018", "City of Apache Junction Civilian Compensation Plan for Fiscal Year 2017-2018", "City of Apache Junction Recruit and Sworn Compensation Plan for Fiscal Year 2017-2018" and "City of Apache Junction Flat and Hourly Salary Schedule for Fiscal Year 2017-2018"; and declaring an emergency. This item provides the council the opportunity to approve the classification and compensations plans for the city for Fiscal Year 2017-2018. Yes 6- Mayor Serdy,Vice Mayor Wilson,Councilmember Evans,Council Member Rizzi,Councilmember Struble andCouncilmember Waldron No 0 City Manager Bryant Powell briefed the council on the item. City Clerk Kathleen Connelly stated the two items they have tonight are, the first one, the adoption of the classification and compensation plan for the next fiscal year. It includes the classification plan which is the list of positions and the three attachments which are the civilian non-police department compensation plan, the police department compensation plan for sworn officers and a new one which is the flat and hourly schedule. Tonight is the only night they will be seeing that. They will adopt that tonight and they do not need to adopt it again as part of final budget adoption. The second resolution follows a public hearing. They do not have a public hearing on the first one, the classification and compensation one. After the public hearing they will look at Resolution No. 17-12 which is the adoption of the tentative budget. Councilmember Rizzi commented they have asked all their questions and staff has been very helpful in answering everything. They appreciate that. Mayor Serdy commented when he started the meeting he misquoted, calling it the work session. This is an actual council meeting and we will follow those rules. He called for a motion. City Clerk Kathleen Connelly stated the classification plan and compensation plan is not a public hearing. Councilmember Evans MOVED THAT RESOLUTION NO. 17-11, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, DECLARING AS A PUBLIC RECORD AND ADOPTING CERTAIN DOCUMENTS FILED WITH THE CITY CLERK ENTITLED “CITY OF APACHE JUNCTION CLASSIFICATION PLAN FOR FISCAL YEAR 2017-2018”; “CITY OF APACHE JUNCTION CIVILIAN COMPENSATION PLAN FOR FISCAL YEAR 2017-2018”; “CITY OF APACHE JUNCTION RECRUIT AND SWORN COMPENSATION PLAN FOR FISCAL YEAR 2017-2018”; AND “CITY OF APACHE JUNCTION FLAT AND HOURLY SALARY SCHEDULE FOR FISCAL YEAR 2017-2018”; AND DECLARING AN EMERGENCY, BE APPROVED. Vice Mayor Wilson SECONDED THE MOTION. VOTE: Unanimous. The motion carried. D. PUBLIC HEARING Yes 6- Mayor Serdy,Vice Mayor Wilson,Councilmember Evans,Council Member Rizzi,Councilmember Struble andCouncilmember Waldron No 0 City Clerk Kathleen Connelly stated the next step is to call for a public hearing so that if anyone is present and wants to speak on the proposed budget this is their opportunity to do so. Mayor Serdy asked if they should do that before they move on to the next item. City Clerk Kathleen Connelly Stated that is correct. Right now they are looking at a public hearing and he can ask the public if anyone wishes to speak. Mayor Serdy opened the public hearing. There being no one wishing to speak, he closed the public hearing and moved on to the next item. Assistant City Manager Matt Busby stated they just had the public hearing on this item and he can call for a motion to adopt. Councilmember Rizzi MOVED THAT RESOLUTION NO. 17-12, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, FOR THE ADOPTION OF THE TENTATIVE BUDGET FOR THE CITY OF APACHE JUNCTION, ARIZONA, FOR FISCAL YEAR 2017-2018, HEREWITH SETTING FORTH THE TENTATIVE ESTIMATES FOR THE MONIES NECESSARY FOR THE PUBLIC EXPENSES OF THE CITY OF APACHE JUNCTION, ARIZONA, FOR THE FISCAL YEAR 2017-2018 AND GIVING NOTICE OF THE TIME AND PLACE FOR HEARING TAXPAYERS FOR THE ADOPTION OF THE FINAL BUDGET, AND DECLARING AN EMERGENCY, BE APPROVED. Councilmember Evans SECONDED THE MOTION. VOTE: Unanimous. The motion carried. 2. 17-186 Consideration for approval of Resolution No. 17-12, adoption of the tentative budget for Fiscal Year 2017-2018 and giving notice of the time and place for hearing taxpayers for adoption of final budget. This resolution adopts the tentative budget for Fiscal Year 2017-2018 and sets the date, time and location for a public hearing on final budget adoption and declares an emergency. E. ADJOURNMENT Mayor Serdy called for a motion to adjourn the meeting. Vice Mayor Wilson MOVED TO ADJOURN THE MEETING. Councilmember Rizzi SECONDED THE MOTION. There was no vote.
