CALL TO ORDER The special meeting of the City Council of the City of Apache Junction, Arizona, was held on June 19, 2017, at the Apache Junction City Council Chambers pursuant to the notice required by law. Mayor Serdy called the meeting to order at 7:00 p.m. ROLL CALL Present 7- Mayor Serdy Vice Mayor Wilson Councilmember Barker Councilmember Evans Council Member Rizzi Councilmember Struble Councilmember Waldron Staff Present: City Manager Bryant Powell Assistant City Manager Matt Busby City Clerk Kathleen Connelly City Attorney Joel Stern Public Safety Director Tom Kelly Finance Director Donna Meinerts Development Services Director Larry Kirch Economic Development Director Janine Solley Others Present: Presiding Magistrate James Hazel Public Information Officer Al Bravo City Prosecutor Eric Yuva AGENDA ITEMS PUBLIC HEARING City of Apache Junction, Arizona Page 1 Special Meeting of the Apache Meeting Minutes June 19, 2017 Junction City Council 1. 17-258 Consideration for approval of Resolution No. 17-14, fully adopting estimates of expenditures by the City of Apache Junction for the fiscal year beginning July 1, 2017, and ending June 30, 2018; declaring establishment of the budget for the City of Apache Junction for fiscal year 2017-2018 and declaring an emergency. The adoption of the resolution will finalize adoption of the budget for FY 2017-2018. The resolution has been written with the emergency clause so that it is clearly established that the budget has been adopted and is in effect in conjunction with the beginning of the fiscal year. Yes 7- Mayor Serdy,Vice Mayor Wilson,Councilmember Barker,Councilmember Evans,Council Member Rizzi,Councilmember Struble andCouncilmember Waldron No 0 City Clerk Kathleen Connelly briefed the council on the item. Mayor Serdy opened the public hearing on the item. There being no one wishing to speak, he closed the public hearing and called for any discussion. City Manager Bryant Powell stated this is the second public hearing and they have had several work sessions as well. Included in this budget is a 1% change in increase of expenditures. They are continuing to do what they have always done and provide great service. They are doing their best to improve. They have the downtown park. Staff is available for any other questions. He thanked staff for the complete and comprehensive budget. Vice Mayor Wilson commented the budget is online. It is a thick book, very comprehensive and is down to each department. He appreciated the work done to put this together and to keep everyone informed. Mayor Serdy asked how many months staff gets to relax now. City Manager Bryant Powell stated in his opinion the budget will start with the town hall and their retreat as they set the goals and objectives for the following year. Staff will get started in earnest on revenue projections in January. There is now six more months of their working on the comprehensive report called the CAFR. It is a four to five month process for the budget. Mayor Serdy called for a motion. Councilmember Barker MOVED THAT RESOLUTION NO. 17-14, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF City of Apache Junction, Arizona Page 2 Special Meeting of the Apache Meeting Minutes June 19, 2017 Junction City Council APACHE JUNCTION, ARIZONA, FULLY ADOPTING ESTIMATES OF EXPENDITURES BY THE CITY OF APACHE JUNCTION FOR THE FISCAL YEAR BEGINNING JULY 1, 2017, AND ENDING JUNE 30, 2018; DECLARING ESTABLISHMENT OF THE BUDGET FOR THE CITY OF APACHE JUNCTION FOR FISCAL YEAR 2017-2018; AND DECLARING AN EMERGENCY, BE APPROVED.
