ROLL CALL Present 7- Mayor Serdy Vice Mayor Wilson Councilmember Barker Councilmember Evans Councilmember Rizzi Councilmember Schroeder Councilmember Struble Staff in Attendance: Bryant Powell, City Manager Matt Busby, Assistant City Manager Joel Stern, City Attorney Tom Kelly, Chief of Police Jennifer Pena, Deputy City Clerk Al Bravo, Public Information Officer Larry Kirch, Development Services Director Janine Solley, Economic Development Director Michael Wever, Public Works Director Donna Meinerts, Finance Director Connie Chow, Controller Liz Langenbach, Parks & Recreation Director Liz Riley, Human Resources Director AGENDA ITEMS 1. 19-182 Discussion and Consideration of Resolution No. 19-10, declaring as a public record and adopting certain documents filed with the city clerk entitled "City of Apache Junction Classification Plan for Fiscal Year 2019-2020", "City of Apache Junction Civilian Compensation Plan for Fiscal Year 2019-2020", "City of Apache Junction Recruit and Sworn Compensation Plan for Fiscal Year 2019-2020" and "City of Apache Junction Flat and Hourly Salary Schedule for Fiscal Year 2019-2020"; and declaring an emergency. Yes 7- Mayor Serdy,Vice Mayor Wilson,Councilmember Barker,Councilmember Evans,Councilmember Rizzi,Councilmember Schroeder and Councilmember Struble City of Apache Junction, Arizona Page 1 Special Meeting of the Apache Meeting Minutes May 20, 2019 Junction City Council No 0 City Manager Bryant Powell stated Resolution No. 19-10 is related to the classification and compensation plan the city adopts every year. There are no major changes, the position for a planning manager is finally in this fiscal budget. Councilmember Barker moved, seconded by Vice Mayor Wilson to approve Resolution No. 19-10, declaring as a public record and adopting certain documents filed with the City Clerk entitled "City of Apache Junction classification plan for fiscal year 2019-2020"; "City of Apache Junction civilian compensation plan for fiscal year 2019-2020"; "City of Apache Junction recruit and sworn compensation plan for fiscal year 2019-2020"; and "City of Apache Junction flat and hourly salary schedule for fiscal year 2019- 2020"; and declaring an emergency. PUBLIC HEARING 2. 19-183 Discussion and consideration of approval of Resolution No. 19-11, adoption of tentative budget for Fiscal Year 2019-2020 and giving notice of the time and place for hearing taxpayers for adoption of final budget. This resolution adopts the tentative budget for Fiscal Year 2019-2020 and sets the date, time and location for a public hearing on final budget adoption and declares an emergency. Yes 7- Mayor Serdy,Vice Mayor Wilson,Councilmember Barker,Councilmember Evans,Councilmember Rizzi,Councilmember Schroeder and Councilmember Struble No 0 City Manager Bryant Powell stated this is the public hearing on the tentative budget for Fiscal Year 2019-2020. He highlighted some of the changes in the budget which included 3 new full time positions and 1 part time position the mandated retirement plans, and a 2.5% overall budget salary increase for qualified employees. He stated many department heads were present to address any questions the council may have. Councilmember Rizzi informed the audience and public watching at home that the city council meets with various staff members during the budget process to have their questions answered so they are well aware of the various budget items prior to seeing it at a council meeting. Mayor Serdy stated when he visits city hall during the week, during budget time staff is always in meeting with the different departments reviewing their budget drilling down on expenses in order to present a tight but efficient budget for the city. Mayor Serdy opened the public hearing, receiving no comments he closed the public hearing. City of Apache Junction, Arizona Page 2 Special Meeting of the Apache Meeting Minutes May 20, 2019 Junction City Council Councilmember Rizzi moved, seconded by Councilmember Evans to approve Resolution 19-11 adoption of the tentative budget for the city of Apache Junction, Arizona, for Fiscal Year 2019-2020, herewith setting forth the tentative estimates for the monies necessary for the public expenses of the city of Apache Junction, Arizona, for the Fiscal Year 2019-2020 and giving notice of the time and place for hearing taxpayers for the adoption of the final budget; and declaring an emergency.
