Meeting location: City of Apache Junction, Arizona City Council Chambers at City Hall Meeting Minutes 300 E Superstition Blvd Apache Junction, AZ Special Meeting of the Apache 85119 Junction City Council www.ajcity.net Ph: (480) 982-8002 Tuesday, July 7, 2020 7:00 PM City Council Chambers CALL TO ORDER Mayor Serdy called the special meeting to order at 7:06 p.m. ROLL CALL Present 7- Mayor Serdy Vice Mayor Wilson Councilmember Barker Councilmember Evans Councilmember Rizzi Councilmember Schroeder Councilmember Struble Staff in Attendance: Matt Busby, Assistant City Manager Anna McCray, Assistant to the City Manager Joel Stern, City Attorney Jennifer Pena, City Clerk Al Bravo, Public Information Officer Larry Kirch, Development Services Director Thomas Kelly, Chief of Police Donna Meinerts, Finance Director PUBLIC HEARING 1. 20-148 Consideration for approval of Resolution No. 20-13, fully adopting estimates of expenditures by the City of Apache Junction for the fiscal year beginning July 1, 2020 and ending June 30, 2021; declaring establishment of the budget for the City of Apache Junction for Fiscal Year 2020-2021; and declaring an emergency. Councilmember Barker moved, seconded by Councilmember Rizzi to approve Resolution No. 20-13, fully adopting estimates of expenditures by the City of Apache Junction for the fiscal year beginning July 1, 2020 and ending June 30, 2021; declaring establishment of the budget for the City of Apache Junction for Fiscal Year 2020-2021; and declaring an emergency and bringing the 2.5% staff increase back to council in August. Yes 7- Mayor Serdy,Vice Mayor Wilson,Councilmember Barker,Councilmember Evans,Councilmember Rizzi,Councilmember Schroeder and Councilmember Struble No 0 City of Apache Junction, Arizona Page 1 Special Meeting of the Apache Meeting Minutes July 7, 2020 Junction City Council Assistant City Manager stated that nothing has changed from the adopted tentative budget. Vice Mayor Wilson asked if the city staff step increase is included in the budget. Mr. Busby replied it is and stated that city management would not have proposed the step increase if they did not think it was doable but that it is up to council to ultimately decide if they do not want it included. Councilmember Struble shared that council needs to consider that we need to retain our staff as it is competitive out there with other cities. He said it costs more money to continuously retrain staff then to retain the staff we have. Mayor Serdy opened the public hearing. George Schroeder, 2444 W. Virginia Street, stated that this virus is not going to go away any time soon. He said that hard times are coming and council better look ahead before making decisions. Charles Beal, 2334 S. Cardinal Drive, stated that Matt Busby did a great job on presenting the budget last night. He does not agree with Mr. Struble that staff stays for money, he believes they stay because they like their job. Mayor Serdy closed the public hearing. Councilmember Rizzi stated she has concerns regarding the step increase and where the city tax revenue will go. ADJOURNMENT Mayor Serdy adjourned the special meeting at 7:23 pm.
