Village of Arcanum Council Meeting
October 8, 2019
7:00 p.m.
Call to Order:
Mayor Baumle opened the meeting with the Pledge of Allegiance along with all present members of
council.
Roll Call:
Council Members Jerry Boolman, R. Genovesi, Bonnie Millard, Tim Philpot, Eric VanHoose, and B.
Vencill. Also present were Bill Kessler, Toni Stanley, Beth Royer-DeLong, Shane Hall, Bruce Shank,
Mike Bruns, Wayne Stutz, Jacob Banks, Missie Shilt, and Ruth Collins
Minutes – Corrections and Approvals:
Mayor Baumle asked for approval of the minutes of September 24, 2019. A motion was made by J.
Boolman to approve the minutes from September 24, 2019. E. VanHoose seconded. B. Vencill
abstained. All others present voted yea. Motion passed.
Amendments to Agenda:
Mayor Baumle asked for amendments to the agenda. There were no amendments.
Approval of Properly Appropriated and Funded Expenditures:
Mayor Baumle presented the register of the vouchers received for October 8, 2019 and asked if
there were any questions. A motion was made by E. VanHoose to approve the voucher register through
October 8, 2019. B. Millard seconded. All present voted yea. Motion passed.
Comments from the Public: Mayor Baumle asked for comments from the public.
Wayne Stutz, Twin Township Trustee, questions regarding the Old Municipal building and
occupancy. VA, B. Kessler, stated that he was told, after the assessment of the building, by Rainbow
Environmental that occupancy should be minimal, not the eight hours per day as the Village was using
the building. Twin Township is looking at holding meetings in the building and needs to follow up for
possible occupancy. VA, B. Kessler, stated the sewer lines were, also, split and would need to be fixed.
M Bruns wanted to give an update for the North Street Reconstruction. The water main is in and
waiting on the hydrants. Chlorination will begin soon and the Village will send out for testing. The
storm drains will be starting soon. WWTP is wrapping up and the compactor is being installed. .
Administrative Reports:
Mayor: Nothing at this time.
Village Solicitor: Nothing at this time.
Village Administrator: During the water tap-in, there was a discrepancy with the size of the tap
and required the water to be turned off for approximately five hours. A “boil water” advisory was made
and sent out via Code Red and door-to-door notification was also done. There was an error made with
identifying the individuals affected in the Code Red notification system and a block was missed. Both
were addressed and corrected quickly.
There is a bill for a leak that needs to be forgiven at 210 North Main Street in the amount of $139.50.
A motion was made by B. Millard to forgive the sewer bill at 210 North Main Street in the amount of
$139.50.
Fiscal Officer: The ¼% report was revised due to a calculation error. Phelan Insurance sent
information that will be forwarded to employees to complete FormFire in order to gather insurance
quotes.
Committee Reports:
Safety Committee: Special Duty Policy was presented and recommended by the committee. Chief
Ballinger provided information reguarding Lexipol which would be used for policies and procedures.
Chief Ballinger is getting more familiar with Spillman that is used for county-wide communication and
has set up a reporting system that will be used to apply for grants. There was a lock-down drill at the
high school and it was a success. Chief Ballinger has met with several area law enforcement agency
representatives. The new camera project is moving forward. Provision Systems will be in on
10/10/2019 and providing a quote. They are cheaper than WatchGuard and may be a better choice.

Utility Committee: The Mayor received a request for Devin Marker to move from Lineman
Apprentice to Lineman II. He has completed the Basic Lineworker Certification and has been in this
position for a little over two years. A motion was made by B. Millard to move Devan Marker, currently
at $18.21 as a Lineman Apprentice, to $21.00 as Lineman II beginning 10/21/2019. T. Philpot
seconded. All present voted yea. Motion passed.
Finance Committee: There have been three Finance meetings since the last council meeting. The
committee is continuing to work on the 2020 Budget. The Police Chief and Fire Chief have met with
the committee to discuss their department budgets. More work is needed to balance the budget. There
was discussion regarding needs for Phelan Insurance to move forward. There was discussion on
funding for the new building. There will be a meeting with USDA on October 10, 2019. There will be
more information to follow. The four/five year-plan from Access was discussed and more information
is needed and will follow. The Mayor asked for a four-year plan be done by January 2020. The next
meeting will be held October 16, 2019.
Service & Leisure Committee: The pool was drained and sealed. The major leak was repaired.
The pool will be painted as weather permits. Repairs are being done during the reconstruction. There
will be a higher police presence around the reconstruction area due to reports of trucks not stopping at
stop signs. The second advertisement was published for Garbage bids on October 6, 2019. Opening
bids will be accepted at 11:00am on October 29, 2019. The committee will be presenting results to
council at 7:00pm on October 29, 2019. The committee is compiling bids for painting the street
department buildings. Sidewalk replacement project is continuing. The committee is receiving a lot of
positive reports for this project. The Mayor has asked for signage for the department buildings.
Personnel Committee: Nothing at this time.
Planning Committee: Nothing at this time.
J. Boolman stated he attended the Preservation Society meeting and the next meeting will be
November 6, 2019 at 7:00. They are working on setting up committees and setting up EINs and 501C.
Old Business: None at this time.
Unfinished Business:
Ordinance 2019-36 – An Ordinance Establishing A Fee for Tax Assessments Imposed By The
Village Of Arcanum, Ohio. This is the 3rd Reading. A motion was made by B. Millard to adopt
Ordinance 2019-40. B. Vencill seconded. All present voted yea. Motion passed.
New Business:
Ordinance 2019-41 – An Ordinance Establishing Fund 411 For The Village Of Arcanum, Darke
County, Ohio And Declaring An Emergency. A motion was made by B. Millard to waive the three-
reading rule for Ordinance 2019-41. E. Van Hoose seconded. All present voted yea. Motion passed. A
motion was made by B. Millard to adopt Ordinance 2019-41. E. VanHoose seconded. All present voted
yea. Motion passed. A motion was made by B. Millard to declare an emergency on Ordinance 2019-41.

Ordinance 2019-42 – An Ordinance Providing For An Amendment To The 2019 Appropriations For
Current Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And
Declaring An Emergency (General Fund and North Street Reconstruction Fund). A motion was made
by B. Millard to waive the three-reading rule for Ordinance 2019-42. B. Vencill seconded. All present
voted yea. Motion passed. A motion was made by B. Millard to adopt Ordinance 2019-42. B. Vencill
seconded. All present voted yea. Motion passed. A motion was made by B. Millard to declare an
emergency on Ordinance 2019-42. B. Vencill seconded. All present voted yea. Motion passed.
Ordinance 2019-43 – An Ordinance Providing For An Amendment To The Village Personnel
Policies And Declaring An Emergency. A motion was made by E. VanHoose to waive the three-reading
rule for Ordinance 2019-43. R. Genovesi seconded. All present voted yea. Motion passed. A motion
was made by E. VanHoose to adopt Ordinance 2019-43. R. Genovesi seconded. All present voted yea.
