Village of Arcanum Special Council Meeting December 18, 2019 7:00 p.m. Call to Order: Mayor Greg Baumle opened the meeting with the Pledge of Allegiance along with all present members of council. Roll Call: Council Members present include Jerry Boolman, Tim Philpot, Rick Genovesi, Blaine Vencill and Eric VanHoose. Also present were Nicole Pohlman, Bill Kessler, Toni Stanley, Marcus Ballinger, Hailee Rehmert, Alexis Daugherty and Jacob Banks. A motion was made by J. Boolman to excuse B. Millard. T. Philpot seconded. All present voted yea. Motion passed. Minutes – Corrections and Approvals: There were no corrections nor approvals of minutes. Amendments to Agenda: There were no amendments to the agenda. Comments from the Public: There were no comments from the public. Administrative Reports: Mayor G. Baumle: Mayor Baumle noted that T. Philpot will miss the second meeting in January and B. Vencill will miss the first meeting in February. Village Solicitor: There was nothing to report. Village Administrator: VA Kessler noted there are some issues with residents on North Street being able to get in and out of their houses. VA Kessler is working with Mote and the contractor to resolve the issue. Fiscal Officer: T. Stanley thanked council for meeting in order to approve final appropriations. Committee Reports: Safety Committee: Safety committee held a productive meeting about body cams and will discuss more in January. Utility Committee: There was nothing to report. Finance Committee: There was nothing to report. Planning Committee: There will be a preservation meeting held tonight that VA Kessler will attend. Old Business: There was no old business to discuss. Unfinished Business: There was no new business to discuss. New Business: Ordinance 2019-60 – An Ordinance Providing For An Amendment To The 2019 Appropriations For Current Expenses And Other Expenditures Of The Village Of Arcanum, Darke County Ohio And Declaring An Emergency (General Fund, Street Fund, State Highway Fund, Fire Fund, Village Admin- Police Department Project Fund, North Street Reconstruction Fund, Water Fund, Sewer Fund And Electric Fund). A motion was made by J. Boolman to waive the three-reading rule of Ordinance 2019- 60. B. Vencill seconded. All present voted yea. Motion passed. J. Boolman motioned to adopt Ordinance 2019-60. B.
