Village of Arcanum Council Meeting February 25, 2020 7:00 p.m. Call to Order Mayor Greg Baumle opened the meeting with the Pledge of Allegiance along with all present members of council. Roll Call Council Members present include Rick Genovesi, Tim Philpot, Jacob Banks and Jerry Boolman. Council Member Boolman moved to excuse Bonnie Millard. Council Member Banks seconded. All present council members voted yea. Motion passed. Also present were Village Administrator Bill Kessler, Fiscal Officer Toni Stanley, Police Chief Marcus Ballinger, Justin Rogers, Shane Hall, Josh Urlage, Mike Bruns, Angela Heron, Bruce Shank, Missie Shilt, Katrina Gibson, and members of the local Cub Scouts. Meeting Minutes – Corrections and Approvals Mayor Baumle asked for any corrections of the council meeting minutes from February 11, 2020. There were no corrections. Mayor Baumle asked for approval. Council Member Philpot moved to approve the meeting minutes. Council Member Boolman seconded. All present council members voted yea. Motion passed. Approval of Properly Appropriated and Funded Expenditures Mayor Baumle asked for approval. Council Member Philpot moved to approve the properly appropriated and funded expenditures dated February 25, 2020. Council Member Vencill seconded. All council members present voted yea. Motion passed. Amendments to Agenda There were no amendments. Comments from the Public: Angela Heron, Arcanum Preservation Society: Ms. Heron provided an update on the status of the Preservation Society. To date, the group has established by-laws, elected officers, formed committees, opened financial accounts and is working to complete a non-profit status. Events will be announced soon. A local Cub Scout group was present as a requirement to help gain a badge/achievement. Katrina Gibson: Ms. Gibson inquired about the timeline for the Vectren project. VA Kessler advised that the project should be complete by May 15, 2020. Administrative Reports: Mayor: Mayor Baumle wished the Trojan Basketball Team luck in their tournament game. A request was made for an executive session after New Business. The ribbon cutting ceremony will be April 14, 2020 at 5pm. Solicitor: Not present Village Administrator: New Municipal/Police building - VA Kessler advised that 95% of the building work is complete. The original date was Friday, February 28; however, the date has been pushed back and moving dates will be March 19-20, 2020. The project is on target with the original bids to be completed at 1.825 million dollars. The generator will be delivered Friday, February 28 and then one week is needed for installation. North Street Project - There are still water leaks, but they are being addressed. The only unexpected cost overruns have been the leak testing. The auditor will be here starting the week of March 2. Vision and Dental insurance renewals begin in March. Phelan is offering lower rates with a different provider. Council Member Boolman advised that the committee can discuss and make a recommendation and motion if there is to be a change. Financial statements will be finished and submitted to the state be week’s end. Committee Reports Safety: The committee had nothing to report. Police Chief Ballinger: Call/service activity reports were distributed from 2019. These reports will serve as a comparison to 2020. More reports and documentation will be completed as well as the distribution of monthly reports moving forward. Chief Ballinger recommended the hiring of a new part-time police officer, Angela Wood. Council Member Genovesi moved to hire Angela Wood as a part-time police officer. Council Member Philpot seconded. All present council members voted yea. Motion passed. An active shooter training will be held in June at the school. A police chief’s meeting will be held March 4th to begin opening the new courthouse entrance. Utility Committee: Council Member Philpot advised that the village is able to lower the electric usage rate to residents effective March 1 creating a savings of $5-$10 per household. It will be in effect for six months and reviewed every six months thereafter. Thank you to council, the utility committee, VA Kessler, Keir Smith, Randy Baker and the utility crew for their efforts. VA Kessler asked for a motion to accept the new PCA at -.0085 Kilowatts. Council Member Philpot moved to accept the PCA at -.0085. Council Member Vencill seconded. All present council members voted yea. Motion passed. A utility meeting is scheduled for February 26, 2020 at 6pm at 1 Pop Rite Dr. Finance: There was nothing to report. Service and Leisure: Council Member Banks advised that Hess Fencing is working on the baseball diamond backstops. A meeting is scheduled Thursday, March 5, 2020 at 4:30 at 1 Pop Rite Dr. Personnel: There was nothing to report. Planning: Council Member Boolman reported that they are working through the nuisance ordinances and reviewing the legislation provided by Solicitor Nicole Pohlman. The next meeting is scheduled March 4, 2020 at 4:30pm at 1 Pop Rite Dr. Old Business Ordinance 2020-03 – An Ordinance Establishing the 2020 Rental Rates for Various Village-Owned Facilities in the Village of Arcanum. 2nd Reading. A motion was asked for by Fiscal Officer Stanley due to the addition of “early bird” rates. Council Member Boolman moved to accept the amendment to Ordinance 2020-03 to add the early bird rates. Council Member Banks seconded. All present council members voted yea. Motion passed. Resolution 2020-03 – A Resolution Accepting the Bid for the Lease of Certain Real Estate. 2nd Reading. New Business Ordinance 2020-04 – An Ordinance Providing For An Amendment To The 2020 Appropriations For Current Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And Declaring An Emergency (General Fund, Village Admin-Police Dept Project Fund, Water Fund, Sewer Fund And Electric). Council Member Boolman moved to waive the three-reading rule of Ordinance 2020-04. Council Member Vencill seconded. All present council members voted yea. Motion passed. Council Member Boolman moved to adopt Ordinance 2020-04. Council Member Vencill seconded. All present council members voted yea. Motion passed. Council Member Vencill seconded. All present council members voted yea. Motion passed. Resolution 2020-04 – A resolution authorizing the Village of Arcanum to enter into a contract with the Arcanum Junior Baseball Association for the year 2020 operation and management of the baseball facility. 1st reading. Resolution 2020-05 – A resolution authorizing the Mayor to enter into a lease agreement with Greenville Warehousing, LLC and declaring an emergency. Council Member Boolman moved to waive the three-reading rule of Resolution 2020-05. Council Member Vencill seconded. All present council members voted yea. Motion passed. Council Member Boolman moved to adopt Resolution 2020-05. Council Member Vencill seconded. All present council members voted yea. Motion passed. Council Member Boolman moved to declare an emergency on Resolution 2020-05. Council Member Vencill seconded. All present council members voted yea. Motion passed. Resolution 2020-06 – A Resolution authorizing the Village of Arcanum to enter into a one year agreement with the Local Government Services section (LGS) of the Office of the Auditor of State and declaring an emergency. . Council Member Boolman moved to waive the three-reading rule of Resolution 2020-06. Council Member Banks seconded. All present council members voted yea. Motion passed. Council Member Boolman moved to adopt Resolution 2020-06. Council Member Banks seconded. All present council members voted yea. Motion passed. Council Member Boolman moved to declare an emergency on Resolution 2020-06. Council Member Banks seconded. All present council members voted yea. Motion passed. Mayor Baumle asked for a motion to move into executive session to discuss personnel and land acquisition. At 7:25pm, Council Member Boolman moved to go into executive session. Council Member Philpot seconded. At 7:38pm, Council Member Boolman motioned to move out of executive session. Council Member Philpot seconded. Announcements There were no announcements.
