Village of Arcanum Council Meeting
March 30, 2021
7:00 p.m.
Call to Order – Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present
members of Council.
Roll Call –Council Members present: Rick Genovesi, Jacob Banks, Tammy Bruner, Tim Philpot, Taylor Somers and
Council President Pro-Tem Jerry Boolman. Also present were Village Administrator Bill Kessler, Fiscal Officer Toni
Stanley, Police Chief Marcus Ballinger, Solicitor Nicole Pohlman, resident Jon Bradfield, resident Missie Shilt and
Nate Kubik from the Daily Advocate.
Meeting Minutes – Corrections and Approvals – Mayor Millard asked for approval of the meeting minutes dated
March 9, 2021. Council Member Philpot moved to approve the minutes from March 9, 2021. Council Member
Somers seconded. All present council members voted yea. Motion passed.
Amendments to Agenda – There were no amendments.
Comments from the Public – Town Hall Preservation Report – Council Member Bruner advised that the
committee would like to focus on four small projects. Bruner asked for Council authorization for the following:
Remove paneling on second floor. Remove paneling on ceiling and door of SW office. Remove paneling in kitchen
and near east window in VFW room. Remove small structure in ceiling and partition between meeting rooms
(there may be a pocket door within). Council President Pro Tem Boolman moved to approve the projects
discussed. Council Member Somers seconded. All present council members voted yea. Motion passed.
Administrative Reports
Mayor: Mayor Millard reported that the Village will receive $390,000 in Covid relief assistance. When parameters
for the use of funds are known, more updates will be provided to the administration team and committees for
planning purposes. The former Suttons property sold under court order dated March 17. The Village is waiting to
hear from the developer who purchased the property. Mayor Millard presented a Proclamation to students at the
high school proclaiming April 4-10 We Are The Majority Week in Arcanum. Lastly, students from National Honor
Society volunteered to help clean up around the village on March 27. Mayor Millard thanked them for their
efforts.
Solicitor: There was nothing to report.
Village Administrator: Two Village vehicles have been added to Gov Deals for auction.
Fiscal Officer: Check registers were included in the packet and council members signed an authorization for
expenditures dated March 9-March 30. Alychia Wright has been hired as the Community Pool Manager. Council
Member Philpot moved to authorize Wright to be added to payroll. Council Member Bruner seconded. All
present council members voted yea. Motion passed. A renewal for Comp Management (third-party worker’s
comp claim management) has been received. The Village qualified for the group premium rate and Stanley’s
signature is required to authorize for the renewal. Council Member Philpot moved to allow Stanley to sign the
authorization with Comp Management. Council Member Somers seconded. All present council members voted
yea. Motion passed.
Police Chief: Radios and cameras were ordered with remaining grant funds. Reports and statistics from February
were included in the council packets.
Committee Reports
Safety: There was nothing to report.
Utility Committee: (Minutes included) Chairperson Philpot reported that the committee is recommending the
hiring of an additional lineman and the purchase of a small used bucket truck to complete the 7200-upgrade work
in-house. The projected savings is estimated at approximately $200,000.
Finance & Audit: (Minutes included) Chairperson Somers reported that the committee discussed the five-year
outlook for ¼% projects. There was discussion of accumulated credit card points and the committee agreed that

points can be redeemed for purchases so long as they are recorded appropriately and tracked. The capital asset
policy will remain at $2,000 minimum. Asset liability insurance was also discussed. Lastly, Fiscal Officer Stanley
analyzed the utility split and recommended changing the split for expenses that include all three utility
departments. Council Member Somers moved to change the split to 70% Electric fund, 20% Sewer fund and 10%
Water fund. Council Member Philpot seconded. All present council members voted yea. Motion passed.
Service and Leisure: (Minutes included) Chairperson Banks addressed having two members of council on the
committee that is part of restoration efforts for the old Town Hall. Solicitor Pohlman advised that the council
representatives will bring recommendations before Council before any vote is cast as part of the restoration
committee. Street repairs were discussed. Council Member Banks moved to authorize VA Kessler to move
forward with patch work for West First Street, West Second Street and Park Drive. Council Member Genovesi
seconded. All present council members voted yea. Motion passed. Council Member Banks moved to authorize
VA Kessler to move forward with the reclamite on South Main Street. Council Member Genovesi seconded. All
present council members voted yea. Motion passed. The Arcanum Preservation Society will hold the Fourth of
July children’s parade in the park. Residents who have not moved forward with sidewalk repairs from last year
will be issued violations. Lastly, FFA built picnic tables for the ballpark and the committee would like to continue
this project with them in the future.
Personnel: There was nothing to report.
Planning: (Minutes included) Chairperson Boolman discussed building projects in Arcanum. The LMI study is at a
70% response rate and he commended residents for their efforts. Grants from ODNR and Clean Ohio will be
awarded soon.
Old Business
Ordinance 2021-05 – An Ordinance Establishing 2021 Community Pool Rates For The Village Of Arcanum. 3rd
Reading. Council President Pro-Tem Boolman moved to adopt Ordinance 2021-05. Council Member Banks
seconded. All present Council Members voted yea. Motion passed.
Resolution 2021-07 – A Resolution Authorizing The Village Administrator To Prepare And Submit A Grant
Application To The Darke County Parks District. 2nd Reading.
New Business
Ordinance 2021-08 – An Ordinance Establishing 2021 Rental Rates For Various Village-Owned Facilities In The
Village Of Arcanum And Declaring An Emergency. Council Member Somers moved to waive the three-reading
rule for Ordinance 2021-08. Council Member Philpot seconded. All Council Members voted yea. Motion passed.
Council Member Somers moved to adopt Ordinance 2021-08. Council Member Philpot seconded. All Council
Members voted yea. Motion passed. Council Member Somers moved to declare Ordinance 2021-08 an
emergency. Council Member Philpot seconded. All present Council Members voted yea. Motion passed.
Announcements – State and local tax dates have been extended to May 17, 2021.
Adjournment – Council President Pro-Tem Boolman moved to adjourn. Council Member Philpot seconded. All
present council members voted yea. Meeting adjourned at 7:30 pm.
