Village of Arcanum Council Meeting
October 12, 2021
7:00 p.m.
Call to Order – Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present
members of Council.
Roll Call –Mayor Bonnie Millard and the following council members were present: Jerry Boolman, Jacob Banks,
Taylor Somers, Rick Genovesi, Tim Philpot and Tammy Bruner. Also in attendance were VA Bill Kessler, Fiscal
Officer Toni Stanley, Police Chief Marcus Ballinger, Sandy Hartley, David Hartley, Missie Shilt and Bruce Shank.
Meeting Minutes – Corrections and Approvals – Council Member Somers moved to approve the minutes dated
9/28/2021. Council Member Boolman seconded. All present council members voted yea. Motion passed.
Amendments to Agenda – There were no amendments.
Comments from the Public – Nothing at this time.
Administrative Reports
Mayor: Since April 2021 there have been 62 violations sent to residents. There are 18 open violations, 10 being
sidewalks, with several sidewalks expected to be completed in the next several weeks. One property with a
violation is for sale, which will fall to the new owners to rectify. 5 violations are for junk vehicles and one property
could possibly go to court with 2 violations. Mayor stated that she didn’t include grass violation in her count at this
time. VA Kessler stated the current violation process has been very smooth.
Solicitor: Nothing to report.
Village Administrator: Ballfield dumpsters have been removed since the season ended early. The recycling bins
are being used properly and are receiving lots of traffic.
Fiscal Officer:
Fiscal Officer & VA reviewed the Arcanum Utility Incident/Crash Report rates for employee’s time when
they have to go out for an incident/crash, and feel they need adjusted. Council Member Philpot moved to
accept the Utility Incident/ Crash Report per hour employee rates. Council Member Genovesi seconded.
All present council members voted yea. Motion passed.
Council Members signed the acceptance documentation for properly appropriated and funded
expenditures.
Fund reports were presented and included in the council packet.
The Village reconciled for the month of September.
Currently in the budget process. Carryover balance along with several fund expenditures were discussed.
Police Chief:
Ohio BWC grant was submitted and was awarded with no fund match required. Funds will be used to
purchase a new server and forensic software for the cameras. A Coronavirus grant was submitted for
some officer survival equipment and PPE.
Committee Reports
Safety: The next meeting is scheduled 10/20/2021 at 4:30pm.
VA Bill Kessler stated that no notice was given prior, but the 2nd warrant study on Trojan Way has started. Cameras
will run from Monday through Thursday to calculate amount of traffic.
Utility Committee: The next meeting is scheduled 10/20/2021 at 5:00pm.
VA Bill Kessler will have a representative from Sawvel present to try to put together basic legislation for alternate
energy.
Finance & Audit: The next meeting is scheduled 10/19/2021 at 5:30pm. Nothing else to report.
Service and Leisure: The next meeting is scheduled 10/14/2021 at 5pm. Nothing else to report.
Personnel: Nothing to report at this time.
Planning: Nothing to report at this time.
Town Hall Report: Nothing to report at this time.

New Business
1. Ordinance 2021-30 - An Ordinance Providing For An Amendment To The 2021 Appropriations For Current
Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And Declaring An
Emergency (S. Main St. Reconstruction Fund North Street Reconstruction Fund). Council Member Somers
moved to waive the three-reading rule for Ordinance 2021-30. Council Member Bruner seconded. All
present council members voted yea. Motion passed. Council Member Somers moved to adopt Ordinance
2021-30. Council Member Bruner seconded. All present council members voted yea. Motion passed.
Council Member Somers moved to declare Ordinance 2021-30 an emergency. Council Member Bruner
seconded. All present council members voted yea. Motion passed.
2. Ordinance 2021-31 - An Ordinance Providing For An Amendment To The Village Personnel Policies And
Declaring An Emergency. Council Member Somers moved to waive the three-reading rule for Ordinance
2021-31. Council Member Boolman seconded. All present council members voted yea. Motion passed.
Council Member Somers moved to adopt Ordinance 2021-31. Council Member Boolman seconded. All
present council members voted yea. Motion passed. Council Member Somers moved to declare
Ordinance 2021-31 an emergency. Council Member Boolman seconded. All present council members
voted yea. Motion passed.
3. Ordinance 2021-32 - An Ordinance Accepting Trojan Avenue As A Dedicated Street In The Previously
Accepted Plat Of The Sierra Lane Subdivision. (1st Reading)
4. Ordinance 2021-33 - An Ordinance Providing For A Temporary Holiday Policy For Police Department
Employees. (1st Reading)
5. Ordinance 2021-34 - An Ordinance Establishing A Procurement Policy For The Village Of Arcanum, Ohio.
Council Member Somers moved to amend Ordinance 2021-34 Section 2 by adding the Mayor and Village
Administrator as designated officers. Council Member Philpot seconded. All present council members
voted yea. Motion passed. Council Member Boolman moved to waive the three-reading rule for
Ordinance 2021-34. Council Member Philpot seconded. All present council members voted yea. Motion
passed. Council Member Boolman moved to adopt Ordinance 2021-34. Council Member Philpot
seconded. All present council members voted yea. Motion passed.
6. Resolution 2021-23 - A Resolution Authorizing Certification To The County Auditor For Nuisance
Abatement Fees And Declaring An Emergency. Council Member Boolman moved to waive the three-
reading rule for Resolution 2021-23. Council Member Sommers seconded. All present council members
voted yea. Motion passed. Council Member Boolman moved to adopt Resolution 2021-23. Council
Member Somers seconded. All present council members voted yea. Motion passed. Council Member
Boolman moved to declare Resolution 2021-23 an emergency. Council Member Somers seconded. All
present council members voted yea. Motion passed.
7. Resolution 2021-24 - A Resolution Approving The Darke County Solid Waste Management Plan Update.
(1st Reading) Council Member Philpot moved to waive the three-reading rule for Resolution 2021-24.
Council Member Somers seconded. All present council members voted yea. Motion passed. Council
Member Philpot moved to adopt Resolution 2021-24. Council Member Somers seconded. All present
council members voted yea. Motion passed.
