ARLINGTON MUNICIPAL AIRPORT AIRPORT COMMISSION MINUTES July 14, 2015 Acting Chairperson Carlson called the regular meeting of the Airport Commission to order at 7:00 PM. Commissioners present included, Acting Chairperson Cheri Carlson, Don Munson, John Swizer, Michael Hopson, Ruth Gonzales and Chuck Clark. Commissioners absent included AJ Chase. Staff present included, Airport Manager Dave Ryan, Lorene Parker and Mary Hine. Visitors included Kim Bergemeier, Chrislana Gregory, Jan Schuette, Chris Raezer, Ron Moen, Neal Karman, Steve Craigle, Craig Christiansen, Cristy Brubaker, Bruce Angel, Kevin Duncan, John Coffey, Jim Scott, Vic Williams, Dan Tarasievich, Duane Wilcoxon, Chris Brown, Dave Nelson, Curtis Takahashi, Marin Streetar and several other interested parties. Don Munson announced the passing of Craig Hedlund. Craig was a former Airport Commissioner and City Councilmember. Motion by Commissioner Swizer, seconded by Commissioner Munson the minutes of the June 9, 2015 Commission meeting, were approved as written. Motion carries unanimously. PUBLIC COMMENT Duane Wilcoxon suggested that the airport let Arlington Flight Services out of their lease since it was reported a few months ago that the business is losing money. LEASE ASSIGNMENT – ACCOUNT 5090 LOT 59 Dave addressed the commission stating that the lease is currently with Joe Reiger. He would like to assign the lease to Dane Armstrong of FHR Associates. Mr. Armstrong buys, sells and repairs helicopters and has a similar business in Friday Harbor. There are approximately 26 years left on the lease. Motion by Commissioner Swizer, seconded by Commissioner Clark to approve the lease assignment from Joe Reiger to FHR Associates. Motion carries unanimously. MUTUAL BENEFIT AGREEMENT Dave explained that this Mutual Benefit Agreement is between the City of Arlington and Workforce Snohomish (a non-profit corporation). This agreement allows Workforce Snohomish to use an (unused) portion of the former WSDOT offices at the airport for educational purposes, specifically, educating area high school students in considering a career in the labor industries and also .25 acres of land next to the airport office. There is no history of this type of agreement, although the State Auditor’s office suggested it would be prudent for any activity in which we did not charge a fee. The Mutual Benefit Agreement spells out the benefits to both the City and to the non-profit corporation. Kevin Duncan questioned the airport’s authority to not charge for the land for use by a community group. He offered the use of Arlington Flight Services conference room and hangar to Workforce Snohomish for the week. Discussion followed concerning the Federal legalities in having a mutual benefit agreement in place for airport land. Dan Tarasievich, of Para-Phernalia, offered to pay the land portion of the agreement with Workforce Snohomish. Curtis Takahashi, with Workforce Snohomish, explained that his organization works with young people in the community exposing them to different trades. Motion by Commissioner Swizer, seconded by Commissioner Munson to approve the Mutual Benefit Agreement between the City of Arlington (Airport) and Workforce Snohomish. Motion carries unanimously. PROJECT CLOSEOUT – 2015 AIRPORT BEACON REPLACEMENT PROJECT Lorene explained that this request is to approve the Project Acceptance Letter for the 2015 Airport Beacon Replacement Project. The airport’s rotating beacon underwent improvements to its tower and a new beacon was successfully installed in June. Cobra Construction Co. completed all work in the approved budget of $48,902.34. Motion by Commissioner Clark, seconded by Commissioner Swizer to approve the Project Acceptance Letter and authorize the Mayor to sign it. Motion carries unanimously. INFORMATION / COUNCIL LIAISON UPDATE Dave explained that the Letter of Intent is a request from Universal Aerospace to lease Lot 35. Universal plans to expand their business and construct a new building on the lot. The lot does not have taxiway access. Much discussion followed concerning non-aviation dependant businesses on the flightline. It was decided that a Workshop would be helpful to discuss the whole flightline. It was announced that 59th Ave will be resurfaced between 172nd and 188th in early August. Motion by Commissioner Clark, seconded by Commissioner Swizer to adjourn the July 14, 2015 Airport Commission Meeting at 7:55pm. Motion carries unanimously.
