Councilmembers Present: Don Vanney, Debora Nelson, Marilyn Oertle, Michele Blythe, and
Yvonne Gallardo-Van Ornam.
Council Members Absent: Heather Logan and Jan Schuette, excused.
Staff Present: Mayor Barb Tolbert, Paul Ellis, Sarah Lopez, Kristin Garcia, Jonathan Ventura,
Bryan Terry, City Attorney Steve Peiffle, and Wendy Van Der Meersche.
Also Known to be Present: Kathy Vanney.
Mayor Barb Tolbert called the meeting to order at 6:00 pm, and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Councilmember Marilyn Oertle moved to approve the agenda as presented. Councilmember
Don Vanney seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
None.
SPECIAL RECOGNITION
Mayor Tolbert read the City of Arlington's Land Acknowledgement, brought forward in
October 2021, by Councilmember Mike Hopson, recognizing the Stillaguamish Tribe for
Indigenous Peoples Day.
WORKSHOP ITEMS - NO ACTION WAS TAKEN
Lit Communities Broadband Feasibility Study Results
City Administrator Paul Ellis introduced Lindsay Miller from Lit Communities who provided
results from the broadband feasibility study.
August 2023 Financial Report
Finance Director Kristin provided the August 2023 financial report.
Police Report for September 2023
Chief Jonathan Ventura provided the September 2023 police report.
