CITY OF CORTLAND LANDSCAPE AND DESIGN COMMISSION MINUTES – March 13, 2014 Mayor’s Conference Room at 4:00 p.m. Members Present: Mike Dexter (Chair), Anne Doyle, Suzanne Etherington, Paul Paradine, Nick DeCarlo, Theresa Quail, Diane Batzing Approve the February 13, 2014 Minutes: Comm. Doyle, 1st; Comm. Dexter, 2nd 2014 Tree Program Planning • Advertising will be placed on the City website, the Cortland Standard, and Channel 2. • Because the City has not been able to remove stumps due to lack of funding, many property owners will not be able to accept a tree this year. • Commission members were encouraged to solicit applications with door to door contact. Tree City USA Comm. Dexter reported that the City of Cortland has received this year’s certificate. Keep America Beautiful Discussion Mayor Tobin thought the Commission may want to look into this program, but because this is mainly a litter prevention and recycling program, and because it requires team involvement, a $3,000 training commitment, plus a $150 yearly fee, we are not interested in subscribing. LDC Membership Discussion We welcome Theresa Quail back to the Commission! Comm. Doyle will research City commission attendance requirements. All attending members indicated that they anticipate being able to attend the majority of meetings over the coming year. We appreciate Steve Broyles’ expertise as a consultant to the commission. Arbor Day Planning We are planning to plant a tree on April 24th, with the Proclamation to occur on April 25th. Comm. Batzing is in discussion with John McNerney (Youth Bureau) about the placement of a tree(s) to be donated by Steve Franco in a park. The DPW planted ten trees in Suggett Park that were donated by Mr. Franco last spring, replacing a row of hazard cherry trees that were removed. Cazenovia and DEC Conferences Comm. Doyle will attend the upcoming Cazenovia conference. Recent Tree Concerns/Notes The homeowner at the corner of Evergreen and Copeland would like to have a tree removed. Other: NYSEG Variance for Charles St. Regulator Station Comm. Paradine reported that because the gas lines at the remediated Charles St. property are bad, NYSEG will need to install an 8’ x 10’ x 7’h regulator station on the land. This will be placed in the City ROW unless a setback variance to install it at the now landscaped back line is given to NYSEG for aesthetic purposes. Comm. Paradine indicated that the regulator station can be painted to better fit into the landscape. Comm. Paradine will speak to the property owner along the east side about the proposed variance. Comm. Etherington moved that the Commission support the NYSEG variance request to have the regulator station placed at the rear area of the Charles St. property; Theresa Quail: seconded; Commission: Approved.
