Armada Township Board Regular Board Meeting Minutes 23121 East Main Armada, MI 48005 October 12, 2016 7:00 p.m. CALL TO ORDER: 7 p.m. by Supervisor Paterek PLEDGE OF ALLEGIANCE: MEMBERS PRESENT: Goetzinger, Swiacki, Smith, LeMieux, Paterek MEMBER ABSENT: MINUTES: Motion by Paterek seconded by Swiacki to approve regular meeting minutes of September 14, as presented. Motion CARRIED SET/AMEND AGENDA: Motion by Swiacki seconded by LeMieux to approve agenda as amended under New Business add: f) Resignation g) SAFER Grant & Full time firefighter/paramedic, h) Chief: National Fire Academy. Motion CARRIED BILLS: Motion by Swiacki seconded by Paterek to approve bills as presented: Previously paid bills: $ 15,077.55 Fire & $ 3,427.58 Township Payroll: $ 65,902.60 Fire & $ 16,653.83 Township Unpaid bills: $ 5,051.27 Fire & $ 15,690.94 Township Tax account: $ 598,833.31 Trust & Agency: $ 3,100.00 Total of $ 723,737.08 Ayes: Goetzinger, LeMieux, Swiacki, Smith, Paterek Motion CARRIED PUBLIC COMMENTS – Agenda Items: None CORRESPONDENCE/INFORMATION: Auditor Report: Aaron Stevens from Abraham & Gaffney addressed the board indicating that the Township is in excellent financial condition. Regional Transit Authority of South East Michigan: This is a proposal that would authorize the RTA to levy within Macomb, Oakland, Washtenaw, and Wayne counties a property tax assessment. The rate is 1.2 mills ($1.20 per $1,000 of taxable value) for 20 years. Armada Fiber Project: Sean Webber presented his campaign to bring municipal, high-speed access to everyone in Armada Township. Motion CARRIED 1 Armada Township Board Regular Board Meeting Minutes 23121 East Main Armada, MI 48005 October 12, 2016 7:00 p.m. UNFINISHED BUSINESS: Office help: No action NEW BUSINESS: Memorandum of Understanding – Local 5053, AFL-CIO: Motion by Paterek seconded by Smith to approve the modifications as an addendum to the terms and conditions of the Collective Bargaining Agreement executed by and between the Township and Union for firefighter/paramedics for the period April 1, 2015 to March 31, 2019 as presented. Ayes: Smith, Swiacki, Paterek, Goetzinger, Paterek Motion CARRIED Painting office floors: No action. Intergovernmental agreement for water: Motion by Swiacki seconded by Smith to approve the Intergovernmental Agreement for Water Supply Services as presented. Ayes: Smith, Goetzinger, Swiacki, LeMieux, Paterek Motion CARRIED Lighting: No action Fire/security alarm: Trustee LeMieux will bring back information to the board for next month’s meeting. Code Official - resignation: Motion by Paterek seconded by Swiacki to accept letter of resignation from Shannon Murray with regrets, and to advertise for the position. Ayes: LeMieux, Swiacki, Smith, Goetzinger, Paterek Motion CARRIED SAFER Grant position: Motion by Swiacki seconded by Paterek to assign Markus Hoskin into the SAFER Grant funded firefighter position. Rate of pay per provisions of the SAFER Grant. Date of hire to be October 2, 2016. The length of this assignment is undetermined at this point in time. Ayes: Goetzinger, Smith, Swiacki, LeMieux, Paterek Motion CARRIED Fulltime Firefighter/Paramedic: Motion by Swiacki seconded by Paterek to assign Robert Abraham into a Full-Time Firefighter position, rate of pay per current Collective Bargaining Agreement between Armada Township and IAFF Local 5053. Date of hire to be October 2, 2016. The length of this assignment is undetermined at this point in time. James McKinnon remains off-duty for medical. Ayes: Smith, Goetzinger, Swiacki, Paterek, LeMieux Motion CARRIED Chief: National Fire Academy: Motion by Paterek seconded by LeMieux to approve sending the Fire Chief to the National Fire Academy for the Community Risk Reduction Course, dates of 11/27 – 12/02/2016, including $150 for meals.
