Armada Township Board Regular Board Meeting Minutes 23121 East Main Armada, MI 48005 June 10, 2015 7:00 p.m. CALL TO ORDER: 7 p.m. by Clerk Swiacki PLEDE OF ALLEGIANCE: MEMBERS PRESENT: Smith, Goetzinger, Swiacki, LeMieux MEMBES ABSENT: Paterek, excused GUEST: Attorney Christine Anderson Swiacki moved Smith seconded to nominate Trustee Goetzinger to run meeting in the absence of supervisor. Motion CARRIED MINUTES: LeMieux moved Swiacki seconded to approve regular meeting minutes of May 13, 2015 as amended. Motion CARRIED Swiacki moved Goetzinger seconded to approve special meeting minutes of May 28, 2015 as presented. Motion CARRIED SET/AMEND AGENDA: Swiacki moved Smith seconded to approve agenda as amended – Under Unfinished Business: Removed a) Fire Department -2012 ambulance repayment. Under New Business: Remove 11 f) Macomb Orchard Trail: Membership/Maintenance fees and 11 l) Resolution to Censure. Motion CARRIED CURRENT BILLS: Swiacki moved Smith seconded, to approve the previously paid bills of $ 87,316.06 – township check #23877 thru #23909, fire check #13185 thru #13196, the payroll checks of $ 68,537.79 – check #13455, thru #13546 and the current list of bills of $ 8,428.75, township check #23910 thru #23919 and fire check #13197 thru #13209for a total of $ 164,282.60 as presented. Ayes: Smith, Swiacki, Goetzinger, LeMieux Motion CARRIED Blake’s Orchard & Cider Mill/Armada Lions Club – First Annual Cider Dayze Charity Event: LeMieux moved Smith seconded to approve application from Armada Lions Charities, Inc. for special license for sale of beer and wine only, for consumption on premises August 29 and 30th, 2015 at Blake’s First Annual Cider Dayze Charity Event located at 17985 Armada Center. Ayes: Swiacki, LeMieux, Goetzinger, Smith Motion CARRIED Properties in forfeiture: Goetzinger moved LeMieux seconded to purchase 8.5 acres located on Bordman Road, Property ID#13-02-03-200-017 for $2,364.56. Ayes: Smith, Swiacki, LeMieux, Goetzinger Motion CARRIED Goetzinger moved LeMieux seconded to purchase 10.45 acres located on McPhall Road, Property ID# 13-02-10-200- 018 for $2,804.67. Smith will contact county regarding decision to purchase properties. Ayes: Swiacki, Smith, Goetzinger, LeMieux Motion CARRIED 2015/16 general fund budget amendments: Swiacki moved LeMieux seconded to approve amendments as presented: Line item # 101.861 Education/training move $115.24 to line # 301.860 Code enforcer/membership/seminar/mileage Line item # 908.125 Grant match move $15,000 to line # 756.800 Park improvements/North Avenue Ayes: Smith, Swiacki, LeMieux, Goetzinger Motion CARRIED Fire Department: Ricoh agreement: Swiacki moved, LeMieux seconded to approve contract amount from $69.42 per month to $87.84 to fit the need for additional copies and to have supervisor sign agreement. Ayes: LeMieux, Goetzinger, Swiacki, Smith Motion CARRIED MTA annual dues – July 1, 2015 thru June 30, 2016: Goetzinger moved Swiacki seconded to approve annual dues for $4,414.48, which includes $128.58 for legal defense discretionary assessment. Ayes: Swiacki, LeMieux, Goetzinger, Smith Motion CARRIED Uncle Sam Jam – Memorial Park July 1: Swiacki moved Goetzinger seconded to spend up to $200 in support of the Uncle Sam Jam in the Village Park on July 1 to purchase food products. Ayes: Goetzinger, Smith, LeMieux, Swiacki Motion CARRIED Advisory board to hire new fire chief: Swiacki moved Goetzinger seconded to recommend Andrew Pfeifle, Union President, Brian Tyrell, Chief Washington Township, Ken Staelgrave, Chief Bruce Township, Paul Abraham, Resident, Chuck Moore, fire department employee, Dennis LeMieux, Trustee and John Paterek, Supervisor. Ayes: Smith, LeMieux, Goetzinger, Swiacki Motion CARRIED Compensation for Nick Walkowski as interim fire chief: Swiacki moved LeMieux seconded to approve an hourly rate of $26.92 for Nick Walkowski as interim fire chief. Ayes: LeMieux, Smith, Swiacki, Goetzinger Motion CARRIED Plans to implement contracts for all township employees: Supervisor and Clerk will meet to review policies and procedures with attorney Christine Anderson. LeMieux moved Swiacki seconded to have Supervisor and Clerk bring back information to the board at the next meeting. Motion CARRIED 2 Armada Township Board Regular Board Meeting Minutes 23121 East Main Armada, MI 48005 June 10, 2015 7:00 p.m. Fire Department: Unfilled firefighter/paramedic position: Clerk stated she and Supervisor discussed that that a review of the current Fire/ALS budget will be necessary before implementing any changes. Swiacki moved Goetzinger seconded to table until next meeting. Motion CARRIED The board discussed having a special meeting next week to discuss the issue.
