Armada Township Board Regular Board Meeting Minutes 23121 East Main Armada, MI 48005 July 11, 2018 7:00 p.m. CALL TO ORDER: 7 p.m. by Supervisor Paterek PLEDGE OF ALLEGIANCE: MEMBERS PRESENT: Finlay, Kanehl, Paterek, Bednar, Swiacki MEMBER ABSENT: None Public Hearing: Special Assessment District – Postponed MINUTES: Motion by Swiacki seconded by Bednar to approve regular meeting minutes of June 13 as presented. Ayes: Bednar, Swiacki, Finlay, Kanehl, Paterek Motion CARRIED Motion by Paterek seconded by Kanehl to approve special meeting minutes of June 28 as presented. Ayes: Kanehl, Paterek, Bednar, Finlay Abstain: Swiacki Motion CARRIED SET/AMEND AGENDA: Motion by Swiacki seconded by Bednar to approve agenda as amended. Under correspondence and information add: a) Thank you card from Denise Bell; b) State Representative Jeff Yaroch. Unfinished business: Remove Fire Dept.: Fire Station Renovation & Addition, instead of Forensic audit replace with Bookkeeping. New business: Remove Resolution #4; Set public hearing for special assessment district. Noise ordinance replace with Fireworks ordinance and ad g) Hartford repayment. State Representative Jeff Yaroch: On Wednesday, August 8 from 6-7 p.m., Representative Yaroch will be at the Armada Township Hall for his Listening Tour to answer questions from the public. Motion CARRIED UNFINISHED BUSINESS: Petition of Armada Township on permit issued to Edward P. Kerner: In accordance with and pursuant to the provisions of the Notice of New File Opening as ordered by Judge Daniel L. Pulter in an Order dated September 29, 2017, a fourth Status Report was filed accordingly. 1 Armada Township Board Regular Board Meeting Minutes 23121 East Main Armada, MI 48005 July 11, 2018 7:00 p.m. Township: BS&A software proposal: Motion by Swiacki seconded by Paterek to postpone until the next meeting. Motion CARRIED Bookkeeping: Supervisor Paterek handed out a proposal from Plante Moran for bookkeeping services for board information. Forensic audit: Removed from agenda: Transfer site – establish job description: Supervisor will e-mail job description to the board tomorrow morning so we have it for the next meeting. NEW BUSINESS: Fire Dept.: Fire Engine Repair Invoice: Motion by Swiacki seconded by Kanehl to authorize payment to R&R Truck Repair Inc., for $6,182.77 for repairs to the pump of Engine #3, funded from line item #336.931. Ayes: Finlay, Bednar, Swiacki, Paterek, Kanehl Motion CARRIED Chief indicated that we have two fire engines one new and one around 25 years old. We need to start replacing our antiquated apparatus because they will develop problems. Recently Engine #1 was taken to Apollo for a minor gauge repair, while it was there; they did an annual DOT inspection. The Inspection failed DOT roadworthiness due to a due to delamination of frame there is a three-inch split in the rear of the frame. It was decommissioned. Apollo cannot fix it and will not touch it. R&R may be able to fix it but the expense out ways the feasibility of the cost for repair. We are down one fire truck, but we have a loaner from Washington Township presently. The next problem we will have is with the water tanker. Motion by Bednar to approve the purchase of two engines one demo that he is able to get in four to six months and a second as an engine tanker that will take a year to get in. Motion FAILED for lack of support Chief provided a revised major asset replacement plan for 2018-2030. A new fire engine is over $400,000/$450,000 plus a new tanker pumper would be around $600,000 with a one-year build time. We need to be proactive now. With our current revenue, we cannot solve these issues. General Fund: FY18/19 Budget amendment: Motion by Swiacki seconded by Paterek to approve budget amendment as presented: Line item # 101.000.980.136 Land Purchase move $1,800 to Line # 101.101.962.100 Public Safety for the Mass Notification System. Ayes: Kanehl, Swiacki, Bednar, Finlay, Paterek Motion CARRIED Board of Review applicants: Supervisor stated that Dale Smith will serve until the end of the year and we still have Wayne Lobeck and Jim Goetzinger. Up to three alternates are still needed. Fireworks Ordinance: Motion by Swiacki seconded by Kanehl to allow supervisor to contact attorney to draft a revision of the Armada Township Fireworks Ordinance. Ayes: Finlay, Paterek, Bednar, Kanehl, Swiacki Motion CARRIED Fire Dept.: SAD: Motion by Kanehl seconded by Swiacki to authorize the Township attorney to prepare the necessary Resolution and Ballot Proposal to be submitted to the County for placement on the November election. The ballot language should provide that the voters will be requested to authorize a 1-mill increase for providing apparatus, equipment, housing, operation and maintenance of the Armada Township Fire Department. The increase will be effective for a period of 5 years. Ayes: Kanehl, Bednar, Finlay, Swiacki, Paterek Motion CARRIED Fire Dept.: Letter of Understanding Local 5053: Motion by Paterek seconded by Swiacki to approve as presented between the Township of Armada and International Association of Firefighters, Local 5053 with amounts on page two as of July 11, 2018.
