CALL TO ORDER: 7 p.m. by Supervisor Paterek

Motion by Swiacki seconded by Kanehl to approve regular meeting minutes of April 11 as presented.
Abstain: Paterek Motion CARRIED
Motion by Swiacki seconded by Paterek to approve election commission minutes of April 23, as presented.

UNFINISHED BUSINESS:
Petition of Armada Township on permit issued to Edward P. Kerner: Treasurer Finlay informed the board that a FOIA was
requested by Karl Richards on behalf of the township and his request was granted in part and denied in part. Documents can be
viewed on line as indicated in the letter. Treasurer will review documents and report back to the board.
FY17-18 Fire Fund year-end budget amendments: Motion by Swiacki seconded by Bednar to approve amendments as

Transfer site payroll/duties: Last month the board voted to withhold a check due to a change in job description not approved by
the board. Supervisor indicated that he is there to open and close. Not there every minute. He works with the guys at Busy Bee to
make sure things are running as it should. The site has been reorganized for better flow of traffic. Motion by Finlay seconded by
Swiacki to pay retroactive $240 for October through March for opening and closing and advertise for the position.

Motion by Kanehl seconded by Bednar to pay supervisor and if we have to change pay parameter we can work on that.

NEW BUSINESS:
Jason Freiwald Memorial: Motion by Swiacki seconded by Finlay to approve the installation of a Memorial for Chief Petty Officer
Jason Freiwald, United States Navy SEAL, to be located on the grounds of the Armada Township Park south of the current
flagpole. A groundbreaking ceremony will be held at the park on Memorial Day, with a full 9-11 service and unveiling on Sunday,
September 9, 2018 at noon.

Fire Dept.: Richmond Township Fire Contract: Motion by Swiacki seconded by Paterek to approve the signing of the Fire
Services Contract between Richmond Township and Armada Township for an amount totaling $13,751.00 and spanning the time
frame from April 1, 2018 through June 30, 2019.
Ayes: Bednar, Finlay, Kanehl, Paterek, Swiacki Motion CARRIED
Fire Dept.: BS&A Software Implementation Proposal: Motion by Swiacki seconded by Bednar to approve the purchase and
installation of the BS&A software program, and all associated and required hardware quoted from I.T. Right, for access by the Fire
Chief for matters concerning the Fire Fund. In an amount not to exceed $3,500.00, funded from Line item #336.727 Office supplies.
Ayes: Finlay, Bednar, Swiacki, Kanehl, Paterek Motion CARRIED
Motion by Swiacki seconded by Paterek to amend Line item #336.727 by transferring in $3,500.00 Use of Fire Fund Balance from
FY17/18 budget.

Fire Dept.: Monument Sign: Motion by Swiacki seconded by Kanehl to allow Fire Department to approve the installation of the
Monument Sign as presented because our planner Giffels Webster stated in the review of the project that the Armada Fire
Department is part of municipal government and does not have to abide by our local zoning ordinance.
Ayes: Kanehl, Swiacki, Bednar, Paterek Nays: Finlay Motion CARRIED
Public Hearing: No action.
Newspaper of record: Motion by Swiacki seconded by Bednar to make The Record our newspaper of choice for our public
notices.

Township: BS&A software proposal: Motion by Finlay seconded by Swiacki to postpone until the next meeting.
Motion CARRIED
Veteran Flags: Motion by Swiacki seconded by Paterek to purchase flags from Stars and Stripes at a cost not to exceed $350.

Fire Dept.: Hazardous atmosphere monitors. Motion by Swiacki seconded by Bednar to approve the purchase of new
Hazardous Gas/Atmosphere monitors from Apollo Fire Equipment in an amount not to exceed $2,200, funded from Line Item
#336-798 Fire Equipment and Supplies.
Ayes: Finlay, Kanehl, Swiacki, Bednar, Paterek Motion CARRIED
Fire Dept.: Lawn mower: Motion to approve purchase of new lawn mower from North Center Farm not to exceed $7,000.
Ayes: Kanehl, Paterek, Bednar, Swiacki, Finlay Motion CARRIED
Variance: Chet Zochowski: Motion by Swiacki seconded by Finlay to approve variance as requested to Split Parcel B due to the
fact that:
1. The remaining property noted as Parcel “C” from Parent Parcel “B” is clearly unbuildable due to terrain and flood issues.
2. The granting of the variance will not be detrimental to the public welfare or injurious to other property in the area in which the
property is situated.

General Fund FY18/19 budget amendments(s): Motion by Swiacki second by Finlay to approve budget amendments as follows:
Line Item #101.101.965.000 Bank service charges from $50 to $300 – Fund balance will be made and adjustment at end of
FY18/19.
Per auditor, add Line Item #101.000.698.000 Bond/Insurance Recoveries category starting balance of $14,058.75 – Fund balance
adjusted at end of FY18/19.

Limestone Program: Motion by Swiacki seconded by Paterek to apply limestone on Irwin Road from Capac Rd. to Romeo
Plank Road (3/4) mile. Wolcott Road from Armada Ridge to 33 Mile (1/4) mile and south on McFadden from where
they stopped on Bordman last year (2 miles) for $23,655 a 10% cost share with Macomb County Department of
Roads.
