Armada Township Board Regular Board Meeting Minutes 23121 East Main Armada, MI 48005 February 14, 2018 7:00 p.m. CALL TO ORDER: 7 p.m. by Supervisor Paterek PLEDGE OF ALLEGIANCE: MEMBERS PRESENT: Kanehl, Finlay, Paterek, Bednar, Swiacki MEMBER ABSENT: MINUTES: Motion by Swiacki seconded by Bednar to approve regular meeting minutes of January 10 as presented. Motion CARRIED Motion by Swiacki seconded by Kanehl to approve budget-meeting minutes of January 25, as presented. Motion CARRIED Motion by Swiacki seconded by Bednar to approve special meeting minutes of February 5, 2018 as presented. The proposal increases the amount levied from 1.40340 mills to 1.464 mills an increase of 0.0568. Kerner: Notice of Intent to Consolidate petitions received from attorney on January 23. Petitions filed will combine the one filed by the township and include petition filed by David and Carol Marcath and Maria Gibson (Petitioners). Treasurer Finlay will contact Attorney Christine Anderson and Engineer Dave Richmond for a follow-up on as-built request. 1 Armada Township Board Regular Board Meeting Minutes 23121 East Main Armada, MI 48005 February 14, 2018 7:00 p.m. Parks & Recreation Plan – Scope of Services: Motion by Swiacki seconded by Bednar to approve proposal for $4,800 from Giffels-Webster as presented and to have supervisor sign agreement for services. Ayes: Finlay, Bednar, Swiacki, Kanehl, Paterek Motion CARRIED FY18 CDBG - Project Funding Allocation: $7,500 CDBG funds not previously allocated at the January meeting for project funding will be discussed under new business to replace/repair senior center doors. NEW BUSINESS: Set public hearing: Truth in Budgeting: Set for Thursday, March 15, 2018 at 7 p.m. at our regular board meeting. Fire Department: Full time hire: Motion by Paterek seconded by Swiacki to hire Heather Pawlowski to full time to fulfill a contractual vacancy – Local 5053 effective February 1, 2018. Ayes: Paterek, Bednar, Kanehl, Finlay, Swiacki Motion CARRIED Senior Center doors - repairs: Motion by Swiacki seconded by Paterek to approve bid from Metro Door & Hardware Inc. not to exceed $1,600 to replace/repairs senior center doors utilizing CDBG Project Funds. Ayes: Bednar, Paterek, Kanehl, Finlay Swiacki Motion CARRIED Motion by Swiacki seconded by Paterek to approve $5,900 CDBG funds for Macomb County Project Program. Ayes: Swiacki, Finlay, Kanehl, Bednar, Paterek Motion CARRIED Financial Advisor: Bond Rating: Motion by Swiacki seconded by Paterek to hire Bobby Bendzinski of Bendzinski & Co. to help us put the proper financial information together and give us a bond rating to supply to Miller, Canfield, Paddock and Stone so they can prepare and sell the bond. Fee quoted from Patrick McGow of Miller, Canfield, Paddock and Stone as legal bond counsel is $13,500.
