ARMADA TOWNSHIP BOARD Meeting Minutes 23121 East Main Armada, MI 48005 September 9, 2020 7:00 p.m. MINUTES (Electronic and Traditional) CALL TO ORDER: 7 p.m. by Supervisor Paterek. MEMBERS PRESENT: Nikkel, Finlay, Goetzinger, Swiacki, Paterek MEMBERS ABSENT: None MINUTES: Motion by Swiacki seconded by Goetzinger to approve August 12, regular meeting minutes as presented. Motion CARRIED SET/AMEND AGENDA: Motion by Swiacki seconded by Finlay to approve agenda as presented. Motion CARRIED BILLS: Motion by Finlay seconded by Nikkel to pay bills except for Avid Construction. Ayes: Finlay, Nikkel Nays: Goetzinger, Swiacki, Paterek Motion FAILED Motion by Paterek seconded by Swiacki to pay bills as presented. Motion CARRIED UNFINISHED BUSINESS: Letter of notification for emergency services in Richmond Township: Motion by Swiacki seconded by Paterek to send Supervisor Greenia letter as presented. Ayes: Goetzinger, Finlay, Nikkel, Swiacki, Paterek Motion CARRIED 1 ARMADA TOWNSHIP BOARD Meeting Minutes 23121 East Main Armada, MI 48005 September 9, 2020 7:00 p.m. NEW BUSINESS: Fire Dept: MERS Adoption Agreement Addendum: Motion by Swiacki seconded by Paterek to adopt the MERS Defined Benefit and DB Hybrid Plan Adoption Agreement Addendum dated September 9, 2020 as amended and to have Supervisor Paterek sign agreement via DocuSign as required by MERS. Ayes: Nikkel, Paterek, Goetzinger, Swiacki, Finlay Motion CARRIED Fire Dept: Hazard pay grant approval: Motion by Swiacki to approve First Responders Hazard Pay totaling $16,000 plus FICA costs as itemized and payment to employees by September 30, 2020 pending award notification approval for grant reimbursement, Swiacki amended seconded by Finlay to include township obligation for FICA taxes. Ayes: Nikkel, Finlay, Goetzinger, Swiacki, Paterek Motion CARRIED Fire Dept: Cooperative Purchasing – Joining Houston Galveston Area Council (H-GAC) and Sourcewell: Motion by Swiacki seconded by Goetzinger to have the Township of Armada enter into membership agreements with both H-GAC and Sourcewell. Ayes: Goetzinger, Finlay, Swiacki, Nikkel, Paterek Motion CARRIED Assessing annual service contract renewal effective 10/15/2020: Motion by Paterek seconded by Swiacki to approve assessing contract from Sanilac Appraisers, Inc. as presented with a 1.9% increase from $3,246 to $3,308. Ayes: Nikkel, Swiacki, Finlay, Goetzinger, Paterek Motion CARRIED Close hall on November 3 for General Election: Motion by Swiacki seconded by Paterek to close the township hall on November 3 for the General Election. Motion CARRIED Hidden River Condominium: Motion by Paterek seconded by Swiacki to send a letter that the township has no ability to provide sewer services to his subdivision. Ayes: None Nays: Goetzinger, Nikkel, Finlay, Swiacki, Paterek Motion FAILED Sub-committee for high speed internet: Motion by Paterek seconded by Finlay to form a sub-committee with Sara Murray, Cris Martin and Sean Webber for internet and report back to the board with findings. Motion CARRIED Park: Ballfield mix: Motion by Swiacki seconded by Nikkel to approve expenditure of $2,024 for Washington Ball mix from Phoenix Stone Company as they are the only supplier for materials only. Ayes: Nikkel, Finlay, Swiacki, Goetzinger, Paterek Motion CARRIED BOARD COMMENTS: Trustee Goetzinger, Trustee Nikkel, Treasurer Finlay, Clerk Swiacki, Supervisor Paterek.
