ARMADA TOWNSHIP BOARD Regular Meeting Minutes 23121 East Main Armada, MI 48005 August 10, 2022 7:00 p.m. MINUTES CALL TO ORDER: 7 p.m. by Supervisor Paterek. MEMBERS PRESENT: Murray, Goetzinger, Swiacki, Paterek MEMBERS ABSENT: Grembi MINUTES: Motion by Swiacki seconded by Murray to approve July 13 regular minutes as presented. Motion CARRIED Motion by Swiacki seconded by Paterek to approve July 21 election commission minutes as presented. Motion CARRIED Motion by Swiacki seconded by Paterek to approve July 28 special meeting minutes as presented. Motion CARRIED SET/AMEND AGENDA: Motion by Swiacki seconded by Murray to approve agenda as presented Motion CARRIED BILLS: Motion by Swiacki seconded by Murray to pay bills as presented. Motion CARRIED UNFINISHED BUSINESS: None NEW BUSINESS: Waste Collection and Disposal Ordinance & Request for Bids: Motion by Swiacki seconded by Paterek to adopt Ordinance No. R2022-01 as presented and to publish accordingly. All Ayes Motion CARRIED Motion by Paterek seconded by Goetzinger to table Request for Bids and Instructions to Bidders until altered. All Ayes Motion CARRIED BS&A Training – Building Module: Motion by Swiacki seconded by Paterek to approve two days of training at a cost of $2,000. All Ayes Motion CARRIED Election Inspector Wage: Motion by Swiacki seconded by Paterek to approve election inspector wage increase from $10 to $12 per hour, an additional $25 for the Receiving Board and Precinct Co-Chairs and an additional $50 for Precinct Chairs. All Ayes Motion CARRIED Interview committee for Building/Planning applicant(s): Motion by Swiacki seconded by Paterek to appoint Supervisor Paterek, Clerk Swiacki, Cris Martin and Building Inspector Mel McNutt. All Ayes Motion CARRIED Annual Assessing Contract Renewal: Motion by Swiacki seconded by Murray to approve assessing contract from Sanilac Appraisers, Inc. as presented with a 6% increase from $3,391 to $3,600 effective October 15, 2022. All Ayes Motion CARRIED Allocate FY23 Smart Municipal & Community Credits: The new contract is for $3,401 in Municipal Credit funds and $10,040 in Community Credit funds totaling $13,441 available for FY23. FY23 SMART Allocations. Motion by Swiacki seconded by Murray to approve FY23 SMART funds as presented. All Ayes Motion CARRIED Resolution No. 2022-06 Authorization to Purchase Community Transit services from the Richmond Lenox EMS with SMART Municipal Credits and Community Credits. Motion by Swiacki seconded by Paterek to approve Resolution No. 2022-06 as presented. All Ayes Motion CARRIED BOARD COMMENTS: Trustee Goetzinger, Trustee Grembi, Treasurer Murray, Clerk Swiacki, Supervisor Paterek. CLOSED SESSION: Motion by Paterek seconded by Swiacki to enter into closed session at 8:31 p.m. to consider the purchase or lease of real property up to the time an option to purchase or lease that real property is obtained. MCLA 15.26(d), MSA 4.1800(18)(d). All Ayes Motion CARRIED Motion by Paterek seconded by Murray to reconvene meeting at 8:43 p.m. Motion by Swiacki seconded by Paterek to offer $220,000 for 75020 North Avenue for the purpose of securing land for a new township hall and to contact Susan DeMil of Properties Unlimited Inc. to write up offer to purchase agreement and to have supervisor and clerk sign forms as necessary.
