CALL TO ORDER: 7 p.m. by Supervisor Paterek.
MEMBERS PRESENT: Murray, Goetzinger, Grembi, Swiacki, Paterek

Motion by Swiacki seconded by Murray to approve August 10 regular minutes as presented.

SET/AMEND AGENDA: Motion by Swiacki seconded by Murray to approve agenda as amended. Remove 11-j
Stretcher Donation.

CORRESPONDENCE/INFORMATION:
FY22 Audit – Daniel Clark, Auditor – Rehman/Robson: The financials of the Township of Armada are extremely
healthy. The township has 24 months in fund balance to operate. The fire department has a healthy pension system.
Mr. Clark had no issues with management in conducting the audit.
Large Item Disposal Day: October 8, 2022 from 9 a.m. to 1 p.m.

Motion by Swiacki seconded by Paterek to receive and file reports. Motion CARRIED
UNFINISHED BUSINESS: None
NEW BUSINESS:
Building, Planning & Zoning Administrator: Motion by Paterek seconded by Murray to hire Cris Martin to take over
the building and planning administrator duties for a salary of $552 a week and to allow her to utilize Scott over the
next two to three weeks as she transitions into planning.

Motion by Swiacki seconded by Goetzinger to advertise for the two positions combined at a starting hourly rate of
$23 per hour, four days per week from 9-4pm with one hour for lunch, six hours per day.

Park: Pavilion Rental Fee: Motion by Murray seconded by Swiacki to set a $100 fee for rental of park facilities
beginning April 1, 2023. Motion by Murray seconded by Swiacki to amend motion to set fee at $50 and to have
attorney draft a rental agreement for pavilion use.

Park: Scoreboard Advertising Fee: No action taken.
RFP for Scanner: Motion by Murray seconded by Paterek to put together an RFP for a scanner to take care of
building and planning documentation.

Bids: Armada Township Ballfield Lighting: Five bids were received. Rauhorn Electric $207,889, J. Ranck Electric
$201,276, Airport Lighting $189,230, MHM Construction LLC $168,997.96 and Sawyer Services $281,871.
Supervisor indicated that MHM Construction is the lowest bidder.
Motion by Paterek seconded by Swiacki with the Armada Baseball Associations $45,000 donation to spend
$123,997.96 with MHM Construction LLC based out of Armada.

BS&A Building.net training: Motion by Swiacki seconded by Paterek to approve on-site training at a cost of
$2,270 for two days as presented for the building module.

Spalding DeDecker: Engineering Proposal - Entrance and parking lot repair: Senior Center/Township Park.
Township Hall parking area:
Motion by Paterek seconded by Swiacki to have Spalding DeDecker to provide all construction engineering, pull
proper permits from county and bid project out according to engineer’s specifications for $19,500.

presented:

Fire Dept: Stryker Power load stretcher system: Motion by Swiacki seconded by Goetzinger to purchase two
Power-cots from Stryker (a single source purchase) at a cost of $106,758.12, FEMA Grant expense paid portion
$99,047.61 from line item 206.336.969.000, fire department cost $7,710.51 from line 206.336.970.000 Capital Outlay.

Motion by Swiacki seconded by Goetzinger to have Kodiak Emergency Vehicles install cots at a cost of $3,155 from
line item 206.336.970.000 Capital Outlay as presented.

Testing Engineers & Consultants, Inc., Invoices: Soil boring for Township Park Lighting Project: Motion by
Swiacki seconded by Goetzinger to pay invoices as presented from Testing Engineers & Consultants Inc. for a total of
$3,945 for soil boring and report.
Ayes: Swiacki, Goetzinger, Grembi Nays: Murray, Paterek Motion CARRIED
Planning: Special Land use – Armada Center Car Wash: Motion by Swiacki seconded by Murray to approve
Special Land Use for a car wash facility at 22920 Armada Center Road as recommended by the Planning
Commission.
All Ayes Motion CARRIED
Planning: Rezoning – Larry’s proposed parking lot: Motion by Swiacki seconded by Paterek to approve rezoning
from the R-1, Residential District to the B-1 Business District for the 1.925-acres generally located at 72727 North
Avenue as recommended by the Planning Commission.
All Ayes Motion CARRIED
Armada Baseball Association – Pledge of funding for township park lighting: Motion by Swiacki seconded by
Paterek to accept Armada Baseball Associations pledge of $45,000 to help fund the ballfield lighting project, deposit
funds in the Trust and Agency Account and disburse funds for the project as necessary.
Ayes: Goetzinger, Swiacki, Grembi, Murray, Paterek

CLOSED SESSION:
Motion by Paterek seconded by Swiacki to enter into closed session at 8:41 p.m. to review August 28, 2022 written
legal opinion from Township Attorney Pursuant to Section 8(h) of the Open Meetings Act.

Motion by Murray seconded by Paterek to come out of executive session and reconvene meeting at 9:09 p.m.

Motion by Paterek seconded by Murray to allow the county prosecutor to proceed with prosecution

Motion by Swiacki seconded by Goetzinger to direct supervisor to contact the Macomb County Prosecutors Office to
proceed with avenues for restitution.
