ARMADA TOWNSHIP BOARD Special Meeting Minutes 23121 East Main Armada, MI 48005 October 19, 2022 7:00 p.m. PUBLIC HEARING – Single Hauler Waste Collection & Disposal Program CALL TO ORDER: 7:00 p.m. by Supervisor Paterek MEMBERS PRESENT: Murray, Goetzinger, Grembi, Swiacki, Paterek. Attorney Robert Seibert MEMBERS ABSENT: None OPEN PUBLIC HEARING: Motion by Swiacki seconded by Paterek to open public hearing at 7:01 p.m. Motion CARRIED Public Comments: Monica Job: What kind of fees would tax payers have if the fees were added to the tax roll. Would there be any savings? How do tax payers opt out and will the transfer site be made open and for how long? If it is closed how much of a savings will it save tax payers. What will be done with the transfer site property. Will they be forced to go along with a single waste hauler? What is average number that utilize transfer site? She utilizes the transfer site. Gail Hicks: Spent $326.16 in 2020 with Waste Management curb side only no recycling. In 2021 spent $362.85 and 2022-2023 renewed for $422.81. Very interested to see what the bids come at and if she might save anything. Kevin Grand: Uses the transfer site and has no issues. Would like transfer site kept open. Kathy Markel: Lives in the Village of Armada and uses the transfer site for recycling. Clerk Swiacki read letters/emails received from the following residents: Kathryn Lucas: 73401 McFadden Rd. – In favor of single waste hauler Diana Morgan: 74745 Burk Street – Not in favor of single waste hauler. New Business: Single Hauler Waste Collection & Disposal Program: Motion by Goetzinger seconded by Swiacki to reject all bids and repeal Ordinance No. R2022-01 “Waste Collection and Disposal Ordinance”. Motion by Goetzinger seconded by Swiacki to amend motion to reject all bids. All Ayes Motion by Swiacki seconded by Paterek to amend agenda to add item to have attorney draft an ordinance to repeal the single waste hauler ordinance. All ayes Motion by Swiacki seconded by Paterek to have attorney draft an ordinance to repeal waste hauler ordinance. All Ayes BOARD COMMENTS: Trustee Goetzinger, Trustee Grembi, Treasurer Murray, Clerk Swiacki, Supervisor Paterek. CLOSED SESSION: Motion by Paterek seconded by Swiacki to enter into closed session at 7:34 p.m. to review August 28, 2022 written legal opinion from Township Attorney Pursuant to Section 8(h) of the Open Meetings Act. Ayes: Murray, Paterek, Goetzinger, Swiacki, Paterek Motion CARRIED Motion by Paterek seconded by Swiacki to come out of executive session and reconvene meeting at 7:52 p.m. All Ayes Motion CARRIED Motion by Murray seconded by Grembi to direct the Township Supervisor to contact the Macomb County Prosecutor’s Office and inform the Prosecutor of the Board’s desire to proceed with the authorization of a warrant as discussed in closed session.
