ARMADA TOWNSHIP BOARD Regular Meeting Minutes 23121 East Main Held Electronically & In Person Armada, MI 48005 August 9, 2023 7:00 p.m. REGULAR MEETING CALL TO ORDER: Supervisor Paterek called the meeting to order at 7 p.m. MEMBERS PRESENT: Murray, Goetzinger, Job, Paterek, Swiacki MEMBERS ABSENT: None SET/AMEND AGENDA: Motion by Job seconded by Goetzinger to approve the agenda as amended. Add 9 h – Committee to hire fire chief. Motion CARRIED PUBLIC COMMENTS: Kevin Grand, Marcia Hollins, Steve Nikkel Sr., James Kramer, Steve Nikkel, Gail Hicks and Robin Spalding, Deputy Supervisor. CONSENT AGENDA ITEMS: (a) Approval of Minutes: Regular Minutes July 12, 2023 (b) Current Bills totaling $ 813,910.84 (c) Revenue and Expenditure Report (d) Department Reports Motion by Swiacki seconded by Murray to approve consent agenda items as presented. All Ayes Motion CARRIED CORRESPONDENCE/INFORMATION: Presentation: Clerk Swiacki read and presented Christopher Krotche with a Certificate of Recognition for his duty as Armada Township Fire Chief for the last four years. Senior Center Generator Grant Reimbursement: Clerk Swiacki stated that Chief Krotche applied for and received a grant for a generator for the Senior Center which was installed in July. The township has been reimbursed $21,812. July 12, 2023 Meeting – Blake Farms Traffic Issues: Supervisor Paterek, Cris Martin met with Blakes, grant writer Linda Davis-Kirksey and Jeremy Schrot and Sean from Spalding DeDecker to discuss traffic issues. Township of Armada Computer/Internet/E-Mail Policy – SolvIT: Clerk sent policy to have their technical team review and make any changes necessary based on today’s security standards. UNFINISHED BUSINESS: None NEW BUSINESS: SEMCOG Membership: Amy Malmer, Membership Manager from SEMCOG gave a presentation on joining SEMCOG. The township board must vote to join, a delegate and an alternate be assigned to SEMCOG’s General Assembly to vote on behalf of the township. Dues are $852 for one year. No action on this matter. Court of Appeal of ZBA Denial – Boo Boo’s Boneyard: Motion by Swiacki seconded by Paterek to have Seibert and Dloski E-file the appeal with Macomb County Circuit Court Case No: 23-002305AA. Motion by Swiacki seconded by Murray to adopt Amendment No. 114-43 as presented and to publish accordingly. All Ayes Motion CARRIED Wade Trim: Proposal to Update Zoning Ordinance: Motion by Swiacki seconded by Job to approve the fee of $21,000 from Wade Trim as described in Scope of Work for the zoning ordinance update. All Ayes Motion CARRIED Separation of offices: Building and Planning: Trustee Job stated that there should be someone in the building department and someone in planning as it is too much and too much control for one person. Those offices need to be separated. She would like to go out to Indeed and any other job source to see if we can find someone if that is possible. Trustee Goetzinger discussed job descriptions. The clerk stated she has those. Part time was discussed for planning department. Trustee Goetzinger suggested internal discussion with staff and bring it back to the board. Generator for township hall: No action. Clerk Swiacki will check on cost for new generator versus renting a generator for the nine day early voting period. Posting details for fire chief position: The posting from last fire chief was provided as well as job summary suggestions from the fire department command staff was looked at. A final document will need to be presented before approval. A tentative workshop date for August 22 at 7:00 p.m. will be held to further discuss posting details. A confirmation will be posted to the website and sent to those who requested notifications. Committee to fire chief: Motion by Job seconded by Swiacki to set up a fire chief committee with Trustee Job and Trustee Goetzinger. Ayes: Swiacki, Job, Goetzinger Nays: Murray, Paterek Motion CARRIED PUBLIC COMMENT: BOARD MEMBERS: Trustee Job, Trustee Goetzinger, Treasurer Murray, Clerk Swiacki and Supervisor Paterek. CLOSED SESSION: Motion by Swiacki seconded by Job to enter into closed session at 9 p.m. to consider the purchase or lease of real property up to the time an option to purchase or lease that real property is obtained. MCLA 15.26(d), MSA 4.1800(18)(d). All Ayes Motion CARRIED Motion by Swiacki seconded by Murray to reconvene meeting at 9:13 p.m. All ayes Motion CARRIED Motion by Murray seconded by Swiacki to consider land acquisition for a township hall.
