REGULAR MEETING
CALL TO ORDER: Supervisor Paterek called the meeting to order at 7 p.m.
MEMBERS PRESENT: Murray, Goetzinger, Job, Swiacki, Paterek
MEMBERS ABSENT: None
SET/AMEND AGENDA: Motion by Paterek seconded by Swiacki to approve the agenda as amended. Remove 7 a.
under correspondence and information, Add 9 I - Duties of deputy supervisor 9 j - Separation of duties for planning
and zoning and deputy treasurer.
All Ayes Motion CARRIED

Code Enforcement – Payroll Wages Admin
Motion by Paterek seconded by Murray to move $4,000 from line item 101.301.704.000 code enforcer wages to a
new line item for wages admin under code enforcement.

2024 Macomb County Limestone Program: Motion by Swiacki seconded by Job to approve 2024 Limestone Cost
Share Agreement in the amount of $33,855 for Bordman west of North Avenue then Bordman from Holmes to the
Armada border, 3.24 miles.
All Ayes Motion CARRIED
Application for Special License – Armada Lions Club Charities Cider Dayze – August 24-25, 2024:
Motion by Swiacki seconded by Paterek to approve Application for Special License as presented for Armada Lions
Charities from August 24-25, 2024.
All Ayes Motion CARRIED
Rehmann – Auditor engagement letter and approval for remote access: Motion by Swiacki seconded by Paterek
to allow supervisor to sign engagement letter for FY audit ending March 31, 2024, not to exceed $29,150 which
includes financial audit, F65, Form 5572, Capital assets management, GASB 87, journal entry assistance and to allow
clerk to set up remote access in BS&A for auditing purpose.

Amendment to Land Division Regulations Ordinance No. R2024-01: Motion by Swiacki seconded by Job to
approve amendment to Land Division Regulations Ordinance No. R2024-01 as presented.
All Ayes Motion CARRIED
Time Clock for all employees: Clerk Swiacki stated that she reached out to BS&A to see if they have a timeclock
that works with payroll. They do not have a timeclock system and was referred to Andrews Technology. A sales
representative said that we need a minimum of 50 employees to use the system. It is approximately $2,000 for each
time clock. $1,500 annual fee and a setup fee also applies for the import system initial cost would be approximately
$6,000 to $8,000 – this would include an import system for the fire department.
Motion by Swiacki seconded by Goetzinger to purchase time clock not to exceed $500. (Discussion included adding a
time clock to be purchased for senior center as well).

Motion by Goetzinger seconded by Swiacki to require all hourly general fund employees to punch a time clock.

Animal Control Ordinance - Definitions: Motion by Job seconded by Swiacki to add definitions as presented for
Domestic Animal and Livestock to current Animal Control Ordinance.
Ayes: Swiacki, Job, Goetzinger Nays: Paterek, Murray Motion CARRIED
Trillium Farm Event Venue: Special Land Use – Motion by Swiacki seconded by Paterek to approve the requested
Special Land Use for an agri-business value-added farming operation as an event barn located at 16191 32 Mile
Road as it meets all the standards of Section 16.01 of the Zoning Ordinance with the following conditions:
1. Receive final site plan approval by the township.
2. Seasonal from April through November
3. Events must end by 11 p.m.
4. Limited to two (2) events per week
5. No fireworks or pyrotechnics at any paid event
6. Solid 4-foot fencing on north side of any parking lot in use

Duties for Deputy Supervisor: Trustee Job wants it to be clear what the role is of the deputy supervisor and what
she can do and what is off limits. Trustee Job would like to have this written in stone for better understanding and
would like to have all deputy duties written down and be specific. Code enforcement duties should be separate and
written down separately.
Separation of duties – Planning/Zoning and Deputy Treasurer: Trustee Job suggested that Cris Martin choose if
she wants to be deputy treasurer or in planning/zoning or building.
PUBLIC COMMENT: BOARD MEMBERS: Trustee Job, Trustee Goetzinger, Treasurer Murray, Clerk Swiacki and
Supervisor Paterek.

ADJOURNMENT: Motion by Paterek seconded by Swiacki to adjourn the meeting at 8:49 p.m.
