ARMADA TOWNSHIP BOARD Regular Meeting Minutes 23121 East Main Held Electronically & In Person Armada, MI 48005 September 11, 2024 7:00 p.m. REGULAR MEETING CALL TO ORDER: Supervisor Paterek called the meeting to order at 7 p.m. MEMBERS PRESENT: Murray, Job, Goetzinger, Swiacki, Paterek MEMBERS ABSENT: None SET/AMEND AGENDA: Motion by Swiacki seconded by Job to approve consent agenda as amended. Motion CARRIED PUBLIC COMMENTS: Steve Nikkel, Pat Gakstatter, Rhosan Beatham-Zebelian. CONSENT AGENDA ITEMS: (a) Approval of Minutes: Regular Meeting Minutes August 14, 2024 (b) Current Bills totaling $ 2,572,620.99 (c) Revenue and Expenditure Report (d) Department Reports Motion by Swiacki seconded by Murray to approve consent agenda items as presented. All Ayes Motion CARRIED CORRESPONDENCE/INFORMATION: Transfer Site – Large Item Day is Saturday, October 12 from 9am to 1pm. Rain or shine! UNFINISHED BUSINESS: None NEW BUSINESS: Sanilac Appraisers, Inc. – Annual Renewal: Motion by Swiacki seconded by Paterek to approve assessing contract from Sanilac Appraisers, Inc. as presented with a 4.5% increase from $3,780 to $3,920 effective October 15, 2024. Ayes: Murray, Swiacki, Job, Paterek Nays: Goetzinger Motion CARRIED 22900 Armada Center Road – Rezoning from R-1 to B-2: Motion by Swiacki seconded by Murray to approve the rezoning of 22900 Armada Center Road, Parcel 12-02-2226-020 from R1 Residential to B2 General business as it meets all of the standards of Section 19.06.5 of the Armada Township Zoning Ordinance #114. Notice of adoption of Ordinance No. 114-44 to be published and will include the rezoning of Miller Farm that was approved in April but not published. All Ayes Motion CARRRIED Special Land Use – Semco Energy Gas Company: Motin by Swiacki seconded by Murray to approve Special Land Use as recommended by the Planning Commission for 16671 Irwin Road, Parcel 13-02-08-300-011 for a public utility building as it meets all standards of Section 16.01 of the Armada Township Zoning Ordinance #114 with the following conditions: 1. Evergreen landscaping is added on all four sides of the property except at access points and utilities 2. Obtain full site plan approval 3. Receive approval for all variances. (Variances required are for installing 8 foot fencing with barbed wire, and for using gravel for the driveway and parking area. The site plan was conditionally approved pending a landscaping plan as indicated, addressing all engineering and fire department issues and receiving the requested variances. They need to know if we are interested and we need to determine what pictures to ask for. Motion by Swiacki seconded by Paterek to approve $250 for drone photos for website. All Ayes Motion CARRIED Township Park – Playground Donation Plaque: Motion by Goetzinger seconded by Swiacki to authorize purchase and placement of a rock with donation plaque in the Township park and to coordinate receipt of funds from Friends of Armada prior to delivery of the plaque. All Ayes Motion CARRIED MTA Training for Supervisor Elect: Motion by Job seconded by Swiacki to send Supervisor Elect to training in Frankenmuth at a cost of $150. All Ayes Motion CARRIED PUBLIC COMMENT: BOARD MEMBERS: Trustee Goetzinger, Trustee Job, Treasurer Murray, Clerk Swiacki and Supervisor Paterek.
